Calls on the EU to include the Black Sea region in the Integrated Maritime Policy and, in particular, the Common Fisheries Policy (CFP) on an equal footing with the other European basins; the EU should make all the necessary diplomatic efforts to persuade the Black Sea states outside the EU to comply as closely as possible with the principles of the CFP; emphasises the importance of creating a separate common stocks management body for the Black Sea and of applying the mechanism of multiannual management plans;
50. dringt er bij de EU op aan de Zwarte Zee op te nemen in het geïntegreerd maritiem beleid en met name in het gemeenschappelijk visserijbeleid (GVB), op voet van gelijkheid met andere Europese zeeën; is van mening dat de EU op het diplomatieke vlak alles in het werk zou moeten stellen om de Zwarte-Zeestaten buiten de EU zo nauw mogelijk te betrekken bij de beginselen van het GVB; benadrukt dat het van belang is een afzonderlijk orgaan te creëren voor het beheer van gemeenschappelijke visbestanden in de Zwarte Zee en te werk te gaan volgens meerjarige beheersplannen;

Recognises that the global financial crisis has hit the Black Sea region hard, bringing both a period of growth averaging 6% per annum and the inflow of foreign capital necessary for the further economic development of the Black Sea States to a sharp halt, and has put the region's financial system under extreme stress; emphasises that this needs to be addressed by strengthening financial and banking regulations, improving fiscal credibility and transparency, fighting tax fraud, tax evasion and corruption, intensifying regional cooperation and enhancing coordination among regional organisations such as the BSEC;
55. erkent dat de mondiale financiële crisis het Zwarte-Zeegebied zwaar heeft getroffen en daarmee een abrupt einde maakte aan een periode met een gemiddelde jaarlijkse groei van 6% en aan de toestroom van het voor de verdere economische ontwikkeling van de aan de Zwarte Zee gelegen staten benodigde buitenlandse kapitaal, en die het financiële stelsel van het gebied onder extreme druk heeft gezet; benadrukt dat hierop gereageerd moet worden door een versterking van de financiële voorschriften en regels voor banken, verbetering van de fiscale geloofwaardigheid en transparantie, bestrijding van belastingfraude, belastingontwijking en corruptie, een intensievere regionale samenwerking alsmede een intensievere coördinatie tussen regionale organisaties als de Organisatie van de economische samenwerking in het Zwarte-Zeegebied (Black Sea Economic Cooperation – BSEC);

To date, however, only three Black Sea states (Bulgaria, Romania and Turkey) are members of the GFCM and only two of them are EU Member States. The three remaining Black Sea states (Ukraine, Russia and Georgia) are not part of the GFCM.
