Second, recourse to Article 133 EC jointly with Article 175(1) EC is likewise not liable to undermine the Parliament’s rights because, although the first-mentioned article, read in conjunction with the first subparagraph of Article 300(3) EC, does not provide for consultation of that institution prior to the conclusion of an agreement in the area of commercial policy, the second article, on the other hand, does lead to such a result.

Stresses that the human rights dialogue should not be considered as a replacement for the mechanisms of the UN Commission on Human Rights or UN General Assembly resolutions, but should go hand-in-hand with independent monitoring and regular reporting by the UN Special Rapporteur on the human rights situation in the country concerned;
