Given that the final performance plans for the second reference period were not adopted before 1 November 2014, it is recalled that, in accordance with Article 17(2) of Implementing Regulation (EU) No 391/2013, the Member States are required to recalculate the unit rates for charging zones for 2015 where necessary on the basis of the final adopted performance plans and apply those recalculated rates as early as possible in the course of 2015 and to carry over any difference due to the temporary application of the unit rates set out in this Decision in the calculation of the unit rates for 2016.
Aangezien de definitieve prestatieplannen voor de tweede referentieperiode niet zijn vastgesteld vóór 1 november 2014, wordt eraan herinnerd dat, overeenkomstig artikel 17, lid 2, van Uitvoeringsverordening (EU) nr. 391/2013, de lidstaten verplicht zijn de eenheidstarieven voor heffingszones voor 2015 te herberekenen, indien nodig op basis van de definitieve vastgestelde prestatieplannen, deze herberekende percentages zo vroeg mogelijk in de loop van 2015 toe te passen en bij de berekening van de eenheidstarieven voor 2016 rekening te houden met eventuele verschillen door de tijdelijke toepassing van de in dit besluit vermelde eenheidstarieven.

To this effect, and in accordance with Article 16 of Implementing Regulation (EU) No 390/2013, Member States shall calculate and apply their unit rate in accordance with the adopted performance plan as early as possible in the course of the first year of the reference period or the first year of the application of the revised performance plans and targets.
Daartoe moeten de lidstaten, overeenkomstig artikel 16 van Uitvoeringsverordening (EU) nr. 390/2013, zo snel mogelijk in de loop van het eerste jaar van de referentieperiode of het eerste jaar van de toepassing van het herziene prestatieplan en de herziene prestatiedoelstellingen hun eenheidstarieven overeenkomstig het vastgestelde prestatieplan berekenen en toepassen.

This Regulation establishes the programme laying down detailed rules for the implementation of the Community's financial contribution to address the further process of the decommissioning of Units 1 to 4 of the Kozloduy Nuclear Power Plant and the consequences, with regard to the environment, economy and security of supply in the region, of their early closure in Bulgaria (hereinafter referred to as ‘Kozloduy Programme’).
Bij deze verordening wordt het programma vastgesteld met de gedetailleerde regels voor de tenuitvoerlegging van de financiële steun van de Gemeenschap voor het voortzetten van de buitenbedrijfstelling van de eenheden 1 tot en met 4 van de kerncentrale van Kozloduy en het beperken van de gevolgen voor milieu, economie en voorzieningsveiligheid in de regio van hun vroegtijdige sluiting in Bulgarije (hierna „het Kozloduy-programma” genoemd).
