While the organisation of health care systems, their funding (ratio of public/private funding) and planning as a function of the needs of the population are a matter for the Member States, this responsibility is exercised increasingly within a general framework on which many Community policies have a bearing (research, public health policy, free movement of persons and services, viability of public funds).
De organisatie van de zorgstelsels, de financiering (verhouding publieke-private financiering) en de planning van het zorgaanbod op basis van de behoeften van de bevolking, behoren tot de bevoegdheid van de lidstaten. Deze bevoegdheid heeft echter steeds meer raakvlakken met andere onderdelen van het Gemeenschapsbeleid (onderzoek, volksgezondheidsbeleid, vrij verkeer van personen en diensten, houdbaarheid van de overheidsfinanciën).
