Overwegende dat bepaalde Lid-Staten de vergunning tot gebruikmaking van de regeling " actieve veredeling " afhankelijk stellen van een voorafgaand onderzoek , globaal dan wel voor elk geval afzonderlijk , van de belangen van de nationale producenten van dezelfde of soortgelijke goederen als die waarvoor de vergunning wordt gevraagd ; dat andere Lid-Staten slechts nagaan of de technische voorwaarden waaronder de voorgenomen veredelingshandelingen moeten plaatsvinden een douanecontrole mogelijk maken welke de heffing van de verschuldigde douanerechten , heffingen van gelijke werking en landbouwheffingen waarborgt ingeval de veredelingsprodukten niet worden uitgevoerd ;

Whereas, by letter dated 28 May 1969, the Government of the Republic of Austria stated that it was prepared to give such guarantee for exports to the Community of products falling within sub-headings Nos 04.05 B I and 35.02 A II (a) of the Common Customs Tariff ; whereas, in order to ensure the effectiveness of the proposed measures, that guarantee is to cover all the products listed in Article 1 (1) (b) of Regulation No 122/67/EEC and in Article 1 of Regulation No 170/67/EEC;
Overwegende dat de Regering van de Republiek Oostenrijk zich bij schrijven van 28 mei 1969 bereid heeft verklaard deze waarborg te verschaffen voor uitvoer naar de Gemeenschap van de produkten van post 04.05 B I en van post 35.02 A II a ) van het gemeenschappelijk douanetarief ; dat om de doeltreffendheid van de voorziene maatregelen te verzekeren , deze waarborg alle in artikel 1 , lid 1 , sub b ) , van Verordening nr . 122/67/EEG en in artikel 1 van Verordening nr . 170/67/EEG genoemde produkten omvat ;
