Firstly, a literature review is carried out, covering reference documents, context related documents, project documentation, existing project evaluations (etc.).

Regrets that it is still difficult for citizens to gain access to information held by EU institutions, the reason being that there is no common approach among the institutions geared to facilitate access to documents for citizens and based on complete transparency, communication and direct democracy; urges the EU institutions, bodies, offices and agencies to develop further a more proactive approach on transparency by proactively disclosing as many of their documents as possible, in the most simple, user-friendly and accessible way, by having documents translated upon request into other EU official languages, and by establishing proper, simple and inexpensive information access arrangements, including by digital and electronic means, allowing for the needs of people with disabilities; considers, in particular, that the accessibility of information should be improved on by means of easy-to-use interfaces and search systems; calls for the development of a common access point to the portals of the three institutions, building on the pilot project for the online platform for the proactive publication of EU institutions documents, and for harmonising search portals between departments of the same institution (including Directorates-General in the Commission); calls, as well, on the institutions to continue and strengthen the work of expanding knowledge of EU legislation and policies; believes that, to that end, the EU should make full use of the potential offered by new technologies (social networks, smartphone applications, etc.) in order to ensure complete and easy access to information.

38. Expresses its concern about the fact that several EIB-financed projects have been affected by corruption and fraud; considers that the EIB document, dated 8 November 2013, which defines the EIB policy on preventing and deterring corrupt practices, fraud, collusion, coercion, obstruction, money laundering and terrorism financing, denotes a lack of sufficient control in a number of cases during the implementation of EIB-financed projects; expresses its concern at the fact that in 2013 the EIB financed the Passante of Mestre project for a total of EUR 350 million and that, despite the fact that this project has been affected by corruption and fraud, which led to the arrest of several of the people involved, it is considering whether to refinance the project for an additional amount of EUR 700 million through project bonds; asks, therefore, that, in cases of proven fraud and corruption, the EIB be required to suspend and/or block any foreseen and ongoing financing for the affected project;
38. uit zijn bezorgdheid over het feit dat verschillende door de Europese Investeringsbank (EIB) gefinancierde projecten onder corruptie en fraude te lijden hebben; is van mening dat het EIB-document van 8 november 2013, dat het beleid van de EIB omschrijft inzake het voorkomen en afschrikken van corrupte praktijken, fraude, collusie, dwang, obstructie, witwassen en financiering van terrorisme, in een aantal gevallen op een gebrek aan adequate controle wijst tijdens de uitvoering van door de EIB gefinancierde projecten; spreekt zijn bezorgdheid uit over het feit dat de EIB in 2013 het Passante of Mestre-project voor in het totaal 350 miljoen EUR heeft gefinancierd en zij overweegt om het project opnieuw te financieren voor een bedrag van 700 miljoen euro door middel van projectobligaties, ondanks het feit dat bij dit project fraude en corruptie zijn vastgesteld, hetgeen heeft geleid tot de arrestatie van diverse betrokken personen; verzoekt bijgevolg dat in geval van aangetoonde fraude en corruptie, de EIB verplicht wordt alle lopende en geplande financiering van het betreffende project te schorsen en/of stop te zetten;

5. If one or more partner(s) have not completed the work they have been contracted to do or they have not submitted the required information or documentation to the project coordinator or the Commission, it shall not prevent the project coordinator from submitting documentation to the Commission on behalf of other partner(s) or the Commission from issuing payment to other partner(s).
5. Indien een of meer partner(s) hun gecontracteerde werkzaamheden niet hebben afgemaakt of indien ze de projectcoördinator of de Commissie niet de vereiste informatie of documentatie hebben voorgelegd, dan weerhoudt dit de projectcoördinator er niet van documentatie namens andere partner(s) aan de Commissie voor te leggen of de Commissie van het doen van betalingen aan andere partner(s).

The Joint Managing Authority and the various project beneficiaries and partners shall, for seven years from the date of payment of the balance for the programme or for a project, keep all documents related to the joint operational programme or a project, in particular the reports and supporting documents as well as accounts, accounting documents and any other document relating to the financing of the joint operational programme (including, for the Joint Managing Authority, all documents relating to the selection and to contracts) and of the project.

Where several projects are covered by a single works contract or where the body responsible for implementation is carrying out the functions on its own account, costs must be assigned through a transparent and separate project-accounting system based on accounting documents or documents of equivalent probative value.
Ingeval verscheidene projecten onder eenzelfde contract inzake het verrichten van werken of diensten vallen of ingeval de voor de uitvoering verantwoordelijke instantie de taken voor eigen rekening verricht, moet voor de besteding van de kosten een afzonderlijke en doorzichtige boekhouding worden gevoerd, gebaseerd op boekingsbescheiden of documenten met een gelijkwaardige bewijskracht.
