2. In the Hague Programme of 4-5 November 2004, the European Council acknowledged the need for the EU to contribute, in a spirit of shared responsibility to a more accessible, equitable and effective international protection system in partnership with third countries and to provide access to protection and durable solutions at the earliest possible stage. A distinction was drawn between the differing needs of countries in regions of transit and countries in regions of origin. Countries in regions of origin and transit will be encouraged in their efforts to strengthen their capacity for the protection of refugees. On countries and regions of origin, the European Council further invited the Commission to develop EU Regional Protection Programmes in partnership with the third countries concerned and in close consultation and cooperation with UNHCR. These programmes should build on experience gained in pilot protection programmes to be launched before the end of 2005. These programmes will incorporate a variety of relevant instruments, primarily focused on capacity building, and include a joint resettlement programme for those Member States which may be ready to participate in such a programme on a voluntary basis. With regard to countries of transit, the European Council emphasised the need for intensified cooperation and capacity building, both on the southern and eastern borders of the EU to enable those countries better to manage migration and to provide adequate protection for refugees.
2. In het Haags Programma van 4-5 november 2004 heeft de Europese Raad erkend dat de EU in een geest van gedeelde verantwoordelijkheid een bijdrage moet leveren aan een beter toegankelijk, rechtvaardiger en doeltreffender internationaal systeem van bescherming, in partnerschap met derde landen, en in een zo vroeg mogelijke fase toegang moet verschaffen tot bescherming en duurzame oplossingen. Er werd een onderscheid gemaakt tussen de verschillende behoeften van landen in doorreisregio’s en landen in herkomtsregio’s. De landen in de regio's van herkomst en doorreis zullen worden aangemoedigd in hun streven om hun vermogen tot bescherming van vluchtelingen te versterken. Wat de landen en regio's van herkomst betreft, heeft de Europese Raad de Commissie voorts verzocht om in partnerschap met de betrokken derde landen en in nauw overleg en samenwerking met het UNHCR regionale beschermingsprogramma's van de Europese Unie op te stellen. Deze programma's moeten voortbouwen op de ervaringen die zijn opgedaan met proefbeschermingsprogramma's die vóór het einde van 2005 van start moeten gaan. The first section gives the wider policy background to the Communication; the second focuses on the possible content of the pilot Regional Protection Programmes; the third examines the selection of geographic areas for the application of the pilot Regional Protection Programmes and how this approach can be embedded in Community policy towards the countries and regions concerned; the fourth and fifth sections deal with the specific regions to which the first two pilot Regional Protection Programmes could apply; the last sections address how the pilot Regional Protection Programmes should be evaluated and sustainability assured and the steps to be taken next.
In het eerste deel wordt de ruimere beleidsachtergrond van de mededeling geschetst. In het tweede deel wordt ingegaan op de mogelijke inhoud van de proefprogramma’s voor regionale bescherming. In het derde deel wordt onderzocht hoe de geografische gebieden voor de toepassing van de proefprogramma’s voor regionale bescherming worden geselecteerd en hoe deze aanpak kan worden vastgelegd in het Gemeenschapsbeleid over de betrokken landen en regio’s. 36. The competent authorities in the region should set up a Steering Committee, which draws up the proposal for a regional programme of innovative actions in the context of a regional partnership including the financial partners, the authorities responsible for programmes under Objectives 1 or 2 part-financed by the ERDF, those responsible for other Community programmes in the region (where relevant), and the public and private actors involved at regional level.
36. De bevoegde overheden in de regio's richten een stuurcomité op dat het voorstel voor een regionaal programma inzake innovatieve acties uitwerkt in het kader van een regionaal partnerschap waarvan deel uitmaken: de financiële partners, de autoriteiten die verantwoordelijk zijn voor de programma's voor doelstelling 1 of 2 waaraan het EFRO deelneemt, en, al naar het geval, de voor andere communautaire programma's in de regio verantwoordelijke autoriteiten alsmede andere op regionaal niveau bij een en ander betrokken actoren uit de overheids- en de privé-sector deel uitmaken.

The exchange of experience on thematic objectives should enhance design and implementation, principally of operational programmes under the Investment for growth and jobs goal, but also, where appropriate, of programmes under the European territorial cooperation goal, including the fostering of mutually beneficial cooperation between innovative research-intensive clusters and exchanges between researchers and research institutions in both developed and less developed regions, taking into consideration the experience of 'Regions of Knowledge' and 'Research potential in Convergence and Outermost regions' under the Seventh Framework Programme for Research.

In some cases, the joint programme proposal is divided into several parts; regional sub-programmes are developed for the respective regions, whereby each sub-programme takes the specific situation of the region into account and presents a strategy for the region's specific needs.
In een aantal gevallen is het gezamenlijk programmavoorstel ingedeeld in verschillende gedeelten.
