This communication proposes a common framework for programming development aid so as to make it more effective.
Voor betere resultaten wordt in de onderhavige mededeling een gemeenschappelijk kader voor de programmering van de ontwikkelingshulp voorgesteld.

5. Supports the substantial increase in funding for the DCI’s thematic programme on the environment and the sustainable management of natural resources; understands that the Commission is seeking additional support for promoting sustainable energy for developing countries in the run-up to the 2012 UN Rio+20 Conference, and for financing the EU’s recently announced initiative on ‘Energising Development’, which addresses energy inequality in the developing world; reiterates, however, that climate financing must be additional to currently programmed development funding, and that funds for key MDG sectors, e.g. basic education and health, should not be diverted to climate action; welcomes the proposed increase for the Investing in People budget line, and reminds the Commission of the established EU benchmarks and the commitments, made since the 2007-2013 DCI began, to allocate at least 20 % of the DCI to health and basic education, with particular attention to progress on the most off-track MDGs;

The European Parliament must continue, as part of this process, to support the Commission’s efforts in programming development cooperation policies and to enhance its role in the democratic and budgetary control procedure.

2. Expenditure under the current programming period incurred by the final date of eligibility for expenditure of that programming period and relating to operations covered by the first indent of point 2.1 and by point 3 of Rule No 11 of the Annex to Regulation (EC) No 1685/2000, including ex ante evaluations referred to in Article 85 of Regulation (EC) No 1698/2005, for the preparation of rural development programmes under the new programming period, shall be, subject to the conditions laid down in points 2.2 to 2.7 and 3 of that Rule, eligible under the technical assistance component in the current operational programmes or rural development programming documents.
2. Rural development support under Regulation (EC) No 1698/2005 is to cover the new programming period, whereas rural development support under Regulation (EC) No 1257/1999 covers the programming period ending on 31 December 2006 (the current programming period).
