The strategy is based on the Integrated Product Policy approach and intends to complement existing environmental policies by using so far untapped potential to improve a broad range of products and services throughout their life cycle from the mining of raw materials to production, distribution, use, and waste management.

A Community Integrated Product Policy will therefore be both a framework for Member States, local authorities, businesses and NGOs to develop their ideas and spread positive experiences on the greening of products and a driving force through specific Community policy initiatives where such initiatives are most promising.
Een communautair geïntegreerd productbeleid zal daarom voor lidstaten, plaatselijke overheden, bedrijven en NGO's zowel een raamwerk zijn voor de ontwikkeling van hun ideeën en verspreiding van positieve ervaringen omtrent het vergroenen van producten, als een sturende kracht door middel van specifieke beleidsinitiatieven van de Gemeenschap daar waar dergelijke initiatieven de beste verwachtingen voor de toekomst hebben.

This new policy approach should also be supported by a well-focused research and development policy which both supports innovation in the development of environmentally friendly products and services and gives a better understanding of the mechanisms which lead to the greening of products (sections 4.4.2 and 4.4.3).

In particular, wage developments should remain moderate in the context of a possible cyclical recovery in productivity or oil-price-hike-induced increases in inflation to allow for a restoration of profit margins so as to underpin job-creating investment growth. The Green Paper gives the impression that the world of products (from production to consumption and disposal) begins and ends at the borders of the EU. A great many products have components sourced from outside EU borders and many more are destined for consumption or disposal outside the EU. The wider implications of this sourcing policy are not covered in this Paper, and the effectiveness of the Green Paper will be severely limited by WTO rules.
In het Groenboek wordt de indruk gewekt dat de wereld van de producten (van productie tot consumptie en verwerking) begint en eindigt aan de grenzen van de EU. The Green Paper is a first step towards the implementation of such an approach in the EU. In its aim to strengthen and re-focus product related environmental policies it recognises the need for a broad range of instruments, in particular taxation, fiscal incentives, low VAT on environmentally friendly products, the promotion of criteria-led ecolabels and green public procurement.
