European political party development is critical for the activation of public interest in EU affairs. Designing a reform package for European political parties as a means of mobilizing the democratic energies of individual and organized citizens is not an easy task, not least due to the EU’s systemic complexity. But this may be turned into an advantage, should one clarifies the ‘constitutive mission’ of European political parties and how an informed and principled dialogue on their political development can facilitate the emergence of a plural demos.
De ontwikkeling van Europese politieke partijen is van essentieel belang voor het stimuleren van de belangstelling van het publiek in zaken op het gebied van de EU. Experience acquired by the European political parties and their affiliated European political foundations in applying Regulation (EC) No 2004/2003 of the European Parliament and of the Council (5), together with the European Parliament's resolution of 6 April 2011 on the application of Regulation (EC) No 2004/2003 (6), show the need to improve the legal and financial framework for European political parties and their affiliated European political foundations so as to enable them to become more visible and effective actors in the multi-level political system of the Union.

The European Parliament is correct to wish to have an enhanced standing in the eye of the public so that it becomes the focus of the new European political space, the accepted forum of the single political market: making European laws and budgets, and holding the executive to account. To date, the search for political legitimacy is being undermined by the continuing decline in turnout at elections, by scanty media reportage, by apathetic political parties and, even, by the latent jealousy of some national parliaments about its growing powers.
