Calls on the Commission to develop standards to ensure general harmonisation and coherence in the regulation of parking and vehicle access to urban areas, the categorisation of vehicles, the different classes of emissions, road signs, disability-friendly transport systems and technical standards in intelligent transport systems, and to boost the impetus for pedestrian zones and the protection of historical areas and generally improve the environment and public mobility; points out that the keystone of the SUMPs is quality of life, a corollary of which is the emphasis on freeing cities from traffic congestion and planning parking facilities to ensure freedom of movement for pedestrians and the attractiveness of city centres; asks the Commission to support coordinated and integrated strategic public transport solutions to relieve transport networks, urban highways and access roads to workplaces in order to improve people’s quality of life and to encourage a better work-life balance, while increasing productivity; also calls on the authorities to increase the use of intelligent technologies that can help solve problems related to urban mobility, such as on-board satellite sensors in vehicles and smart ticketing;

This Regulation seeks to optimise the use of parking places and to facilitate drivers’ or transport companies’ decisions about when and where to park by means of deployment of information services.

This Regulation establishes the specifications necessary to ensure compatibility, interoperability and continuity for the deployment and operational use of information services for safe and secure parking places for trucks and commercial vehicles on a Union level in accordance with Directive 2010/40/EU.
In deze verordening worden de specificaties vastgesteld die nodig zijn om de compatibliteit, interoperabiliteit en continuïteit van de uitrol en het operationele gebruik van informatiediensten voor veilige en beveiligde parkeerplaatsen voor vrachtwagens en bedrijfsvoertuigen te waarborgen in de hele Unie, overeenkomstig Richtlijn 2010/40/EU.

10. Calls on the Commission, when drawing up the abovementioned official impact assessment, to take account of the difficult working conditions experienced by lorry drivers travelling through Europe arising from inadequate access to proper rest areas despite the fact that Article 12 of Regulation (EC) No 561/2006 implicitly recognises the importance of a sufficient number of safe and secure rest areas for professional drivers along the Union's motorway network; calls, therefore, on the Commission to follow up the pilot project on safe and secure parking areas launched by the European Parliament, taking account of the measures recommended in the European Economic and Social Committee's opinion on 'European Road Safety Policy and Professional Drivers – Safe and secured parking places ;
10. verzoekt de Commissie bij de opstelling van de bovengenoemde formele effectbeoordeling rekening te houden met de moeilijke arbeidsomstandigheden voor vrachtwagenchauffeurs die door Europa reizen, gezien het ontbreken van voldoende adequate rustzones, ondanks het feit dat in artikel 12 van Verordening (EG) nr. 561/2006 uitdrukkelijk het belang wordt erkend van voldoende veilige en bewaakte rustzones voor beroepschauffeurs langs het Europese autowegennet; verzoekt de Commissie dan ook gevolg te geven aan het door het Europees Parlement gelanceerde proefproject voor veilige en bewaakte stopplaatsen, rekening houdend met de maatregelen die worden aanbevolen in het advies van het Europees Economisch en Sociaal Comité over het "Europees beleid voor verkeersveiligheid en beroepschauffeurs − Veilige en bewaakte stopplaatsen" ;

52. Highlights the difficult working conditions for many lorry drivers driving through Europe due to insufficient access to adequate rest facilities: Article 12 of Regulation (EC) No 561/2006, on driving and rest time explicitly recognises the importance of a sufficient number of safe and secured rest facilities for professional drivers along the EU motorway network; therefore urges the Commission to follow up the pilot project for secured parking areas initiated by Parliament taking account of the recommended measures in the opinion of the European Economic and Social Committee on safe and secure parking places ;
52. vestigt de aandacht op de moeilijke werkomstandigheden van veel vrachtwagenchauffeurs die door Europa rijden en te weinig goede stopplaatsen tot hun beschikking hebben: artikel 12 van Verordening (EG) nr. 561/2006 over rij- en rusttijden erkent uitdrukkelijk het belang van voldoende veilige en bewaakte stopplaatsen voor beroepschauffeurs langs het EU-netwerk van snelwegen; dringt daarom bij de Commissie aan op een vervolg van het op initiatief van het Europees Parlement gehouden proefproject voor veilige en bewaakte stopplaatsen en daarbij rekening te houden met de maatregelen die worden aanbevolen in het advies van het Europees Economisch en Sociaal Comité over veilige en bewaakte stopplaatsen ;
