1. Upon the request of a worker or of an employer, the EURES Members and, where relevant, the EURES Partners shall refer requests for specific information on the rights relating to social security, active labour market measures, taxation, issues relating to work contracts, pension entitlement and health insurance to the national competent authorities and, if applicable, other appropriate bodies at national level supporting workers exercising their rights in the framework of the freedom of movement, including those referred to in Article 4 of Directive 2014/54/EU.

3. Member States shall ensure that trade unions and other third parties, such as associations, organisations and other legal entities which have, in accordance with the criteria laid down under national law, a legitimate interest in ensuring that this Directive and Directive 96/71/EC are complied with, may engage, on behalf or in support of the posted workers or their employer, and with their approval, in any judicial or administrative proceedings with the objective of implementing this Directive and Directive 96/71/EC and/or enforcing the obligations under this Directive and Directive 96/71/EC.
3. De lidstaten zorgen ervoor dat vakbonden en andere derde partijen zoals verenigingen, organisaties en andere rechtspersonen die er, overeenkomstig de in het nationaal recht vastgestelde criteria, een rechtmatig belang bij hebben dat deze richtlijn en Richtlijn 96/71/EG worden nageleefd, namens of ter ondersteuning van de gedetacheerde werknemers of hun werkgevers, en, met hun toestemming, gerechtelijke of administratieve procedures kunnen aanspannen met het oog op de uitvoering van deze richtlijn en Richtlijn 96/71/EG en/of de handhaving van de uit deze richtlijn en Richtlijn 96/71/EG voortvloeiende verplichtingen.

2. The periods of insurance completed under a special scheme of a Member State shall be taken into account for the purposes of providing the benefits of the general scheme or, failing that, of the scheme applicable to manual or clerical workers, as the case may be, of another Member State, provided that the person concerned had been affiliated to one or other of those schemes, even if those periods have already been taken into account in the latter Member State under a special scheme.
2. Tijdvakken van verzekering die zijn vervuld krachtens een bijzonder stelsel van een lidstaat, worden in aanmerking genomenbij de toekenning van uitkeringen krachtens het algemene stelsel of, bij gebreke daarvan, het stelsel dat, naar gelang van het geval, van toepassing is op arbeiders respectievelijk bedienden van een andere lidstaat, op voorwaarde dat de betrokkene bij een van deze stelsels aangesloten is geweest, zelfs indien de betrokken tijdvakken in laatstgenoemde lidstaat reeds krachtens een bijzonder stelsel in aanmerking zijn genomen.

If, account having been taken of the periods thus completed, the person concerned does not satisfy the conditions for receipt of the benefits of a special scheme, these periods shall be taken into account for the purposes of providing the benefits of the general scheme or, failing that, of the scheme applicable to manual or clerical workers, as the case may be, provided that the person concerned had been affiliated to one or other of those schemes.
Indien de betrokkene, met inachtneming van de aldus vervulde tijdvakken, niet voldoet aan de voorwaarden om de betrokken uitkeringen te ontvangen krachtens een bijzonder stelsel, worden deze in aanmerking genomen bij de toekenning van de uitkeringen volgens het algemene stelsel of, bij gebreke daarvan, het stelsel dat, naar gelang van het geval, van toepassing is op arbeiders, respectievelijk bedienden, op voorwaarde dat de betrokkene aan een van die stelsels onderworpen is geweest.
