3. Urges compliance with Article 14 of and Protocol No 26 annexed to the TFEU, under which public authorities are free to determine how the social housing sector is organised and funded and what types of household are eligible, with a view to meeting the needs of the local population and to ensuring a high level of quality, safety, affordability, equal treatment and the promotion of user rights; sees the intervention of public authorities here as a response to the shortcomings of the market, with the aim of ensuring universal access to decent, affordable housing in accordance with Articles 16, 30 and 31 of the European Social Charter;
3. dringt aan op de naleving van artikel 14 van en protocol nr. 26 bij het VWEU, overeenkomstig dewelke overheden vrij zijn om de organisatie, financiering en doelgroep van sociale huisvesting vast te stellen om in de behoeften van de plaatselijke bevolking te voorzien en te voorzien in een hoog niveau van kwaliteit, veiligheid en betaalbaarheid, gelijke behandeling en de bevordering van de rechten van de gebruiker; is van mening dat dit overheden in staat stelt tekortkomingen van de markt te corrigeren teneinde universele toegang tot fatsoenlijke en betaalbare huisvesting te garanderen en zo de artikelen 16, 30 en 31 van het Europees Sociaal Handvest toe te passen;

Urges compliance with Article 14 of and Protocol No 26 annexed to the TFEU, under which public authorities are free to determine how the social housing sector is organised and funded and what types of household are eligible, with a view to meeting the needs of the local population and to ensuring a high level of quality, safety, affordability, equal treatment and the promotion of user rights; sees the intervention of public authorities here as a response to the shortcomings of the market, with the aim of ensuring universal access to decent, affordable housing in accordance with Articles 16, 30 and 31 of the European Social Charter; points out that European competition policy should under no circumstances serve to undermine economic services of general interest;

75. Recommends that the Member States adopt a proactive policy on decent housing in order to ensure universal access to quality housing at affordable prices or on preferential terms of purchase, and to prevent the loss of such housing, with guaranteed access to services essential to health and safety (bearing in mind that lack of housing represents a serious erosion of human dignity), along with a proactive energy policy that steps up the use of renewable energies and boosts energy efficiency in order to combat energy poverty; calls, in the context of housing, for more attention to be paid to migrants, who are often exploited and forced to live in sub-standard housing; recalls Protocol 26 annexed to the Treaty of Lisbon, which concerns social housing, and calls for its provisions to be respected, in particular as regards the Member States’ freedom to organise social housing, including the question of financing; encourages the Member States to implement special housing programmes and opportunities for homeless people, with a view to guaranteeing the most basic living standards for the most vulnerable members of society;
