The key role of the Agency should be to establish a technical and operational strategy for implementation of integrated border management at Union level; to oversee the effective functioning of border control at the external borders; to provide increased technical and operational assistance to Member States through joint operations and rapid border interventions; to ensure the practical execution of measures in a situation requiring urgent action at the external borders; to provide technical and operational assistance in the support of search and rescue operations for persons in distress at sea; and to organise, coordinate and conduct return operations and return interventions.

(21)The European Border and Coast Guard Agency should step up its assistance to Member States for returning illegally staying third-country nationals, subject to the Union return policy and in compliance with Directive 2008/115/EC of the European Parliament and of the Council In particular, it should coordinate and organise return operations from one or more Member States and it should organise and conduct return interventions to reinforce the return system of Member States requiring increased technical and operational assistance when complying with their obligation to return illegally staying third-country nationals in accordance with that Directive.
(21)Het Europees grens- en kustwachtagentschap moet de bijstand aan lidstaten inzake de terugkeer van illegaal verblijvende onderdanen van derde landen intensiveren, met inachtneming van het terugkeerbeleid van de Unie en overeenkomstig Richtlijn 2008/115/EG van het Europees Parlement en de Raad. The Fund should complement and reinforce the activities undertaken by the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union, established by Council Regulation (EC) No 2007/2004 , part of the tasks of which are to provide Member States with the necessary support for organising joint return operations and identifying best practices on the acquisition of travel documents and the removal of illegally staying third-country nationals in the territories of the Member States, as well as to assist Member States in circumstances requiring increased technical and operational assistance at the external borders, taking into account that some situations may involve humanitarian emergencies and rescue at sea.

The Commission will also continue to engage with Eastern Europe, Caucasus and Central Asia (EECCA) states to implement the Gothenburg Protocol, inter alia by providing financial assistance where appropriate through EU development co-operation assistance. The new targets for 2030 will also set the agenda for a future revision of the Gothenburg Protocol, which should aim at coherent policy approaches to further reduce air pollution within the UNECE region, but also engagement with large emitters outside, particularly in Asia.
De Commissie blijft ook samenwerken met landen uit Oost-Europa, de Kaukasus en Centraal-Azië met het oog op de tenuitvoerlegging van het Protocol van Göteborg, onder meer door waar nodig financiële bijstand te verstrekken in het kader van de ontwikkelingssamenwerking van de EU.
