Vehicle manufacturers shall provide the testing centres, testing equipment manufacturers, and, where relevant, the competent authorities and independent operators ensuring the repairing, servicing and maintenance of vehicles, with access to the technical information necessary for roadworthiness testing as set out in Annex I.
