Contributing to the development of TENs will continue to be one of the EIB's priority objectives in the medium term, in both existing and future EU Member States.

Based on assessments by the Commission and the Economic and Financial Committee, the Council shall, within the framework of multilateral surveillance under Article 121 TFEU, examine the medium-term budgetary objectives presented by the Member States concerned in their stability programmes, assess whether the economic assumptions on which the programme is based are plausible, whether the adjustment path towards the medium-term budgetary objective is appropriate, including consideration of the accompanying path for the debt ratio, and whether the measures being taken or proposed to respect that adjustment path are sufficient to achieve the medium-term budgetary objective over the cycle.

Compliance with the medium-term budgetary objective should allow Member States to deal with normal cyclical fluctuations while keeping the government deficit below the 3 % GDP reference value and ensure rapid progress towards fiscal sustainability. Taking this into account, the medium-term budgetary objective should allow room for budgetary manoeuvre, in particular for public investment conducive to the achievement of the Union’s growth and jobs objectives.
Verwezenlijking van die budgettaire middellangetermijndoelstelling zou de lidstaten in staat moeten stellen normale conjunctuurschommelingen te ondervangen zonder dat hun overheidstekort de referentiewaarde van 3% van het bbp overschrijdt, en zou snelle vorderingen op weg naar budgettaire duurzaamheid moeten garanderen. With a view to ensuring that the medium-term budgetary objective is effectively achieved and maintained, the Council shall verify that the growth path of government expenditure, taken in conjunction with the effect of the measures being taken or proposed on the revenue side, is consistent with efficient and sustainable fiscal-policy making and the Union’s growth and jobs objectives.

The real challenge that lies before us is to show that a forum created in order to deal with the crisis is also able to provide the contribution and incentive needed to achieve medium-term objectives, such as stronger, more sustained and more balanced global growth; clear, fair rules for the international financial market; and international organisations that are more representative of the world today and which are more capable of helping national governments and European institutions to deal with globalisation. Mr President, I believe it is up to the G20 to show in the coming years that the globalisation process is not only economic but also, indeed primarily, political.
De werkelijke uitdaging waar wij voor staan, is om aan te tonen dat het forum dat in het leven werd geroepen om het hoofd te bieden aan de crisis, ook in staat is de noodzakelijke bijdrage en impuls te geven aan de verwezenlijking van de doelstellingen op middellange termijn, zoals sterkere, meer duurzame en evenwichtiger groei in de wereld, duidelijke en billijke regels voor de internationale financiële markt, en internationale organisaties die representatiever zijn voor de wereld van vandaag en beter in staat zijn om de nationale regeringen en de Europese instellingen te helpen bij het beheersen van de globalisering. Mijnheer de Voorzitter, het is mijns inziens aan de G20 om in de komende jaren aan te tonen dat het niet alleen gaat om economische maar eerst en vooral ook om politieke globalisering.
