A third party that carries out the calculation of the net asset value for an AIF should not be considered an external valuer for the purposes of Directive 2011/61/EU, as long as it does not provide valuations for individual assets, including those requiring subjective judgement, but incorporates into the calculation process values which are obtained from the AIFM, pricing sources or an external valuer.

Delegated acts should also be adopted to specify the requirements that AIFMs have to comply with when investing in such securitisation instruments; to specify administrative and accounting procedures, control and safeguard arrangements for electronic data processing and adequate internal control mechanisms; to specify the procedures for the proper valuation of the assets and the calculation of the net asset value per unit or share of the AIF, the professional guarantees the external valuer must be able to provide, and the frequency for valuation appropriate for open-ended AIFs.

Establish an enhanced analytical surveillance framework (including a scoreboard with specific trigger values for early warning) with appropriate methodological tools and transparency for an effective multilateral surveillance based on harmonised economic indicators (real and nominal), which may affect competitiveness positions and/or excessive imbalances; these key indicators may be: effective real exchange rates, current account, productivity (including resource productivity and total-factor productivity), unit labour costs, credit growth and asset price developments (including financial assets and property markets), the growth and investment rate, the unemployment rate, net foreign asset positions, the evolution of the tax basis, poverty and social cohesion and indicators of environmental externalities; alert thresholds should be defined for indicators included in the scoreboard and all developments in these indicators should be complemented by a qualitative assessment by the Commission,

The current account balance required to stabilise or reduce net external liabilities rests on the following assumptions: GDP projections stem from the latest Commission forecasts (up to two years ahead); the medium-term forecasting framework (between two and five years) and from the latest fiscal sustainability long-run projections (beyond five years); valuation effects are conventionally assumed to be zero in the forecast period, which corresponds to an unbiased forecast for asset prices; and net capital transfers are conventionally projected to be zero.
