In its Communication of 28 November 2012 ‘A blueprint for a deep and genuine economic and monetary union — Launching a European Debate’[10] the Commission proposed ‘reinforced democratic legitimacy and accountability’ as a necessary part of any European Union reform.As further underlined in the Report ‘Towards a Genuine Economic and Monetary Union’ prepared by the President of the European Council in close cooperation with the Presidents of the Commission, the Eurogroup and the European Central Bank[11], democratic legitimacy and accountability are essential for a genuine Economic and Monetary Union.
In haar mededeling van 28 november 2012 getiteld "Blauwdruk voor een hechte economische en monetaire unie — Aanzet tot een Europees debat"[10] stelde de Commissie een ‘versterkte democratische legitimiteit en verantwoordingsplicht’ voor als een noodzakelijk onderdeel van elke hervorming van de Europese Unie.
