Notes that the EU building stock is responsible for approximately 40 % of final energy consumption, for the consumption of approximately 60 % of EU gas imports and for 36 % of CO2 emissions in the EU and that heating and cooling is the largest single source of energy demand in the EU; therefore calls on the Commission to address the potential efficiency gains in the buildings sector; stresses the need to modernise the heating sector, in particular district heating, to improve security of supply and increase energy efficiency; underlines the need to foster an even more ambitious policy in the area of energy savings in residential and office buildings through comprehensive insulation and advanced building design;

Encourages greater coordination of financial flows and policies affecting housing, in particular ensuring that the actions supported by the ERDF, the Jessica and Jeremie financial instruments, the Seventh Framework Programme for Research and the other Community, national, regional and local measures concerning housing and urban redevelopment are complementary, and specifically ensuring that residential buildings in historic city districts are modernised and renovated;
23. dringt aan op betere coördinatie van de geldstromen en beleidsvormen die van invloed zijn op de huisvesting, er vooral op te letten dat de maatregelen met de steun van het EFRO en de financiële instrumenten JESSICA en JEREMIE, het zevende kaderprogramma voor onderzoek en andere communautaire, nationale, regionale en plaatselijke initiatieven voor huisvesting en stadsvernieuwing onderling aanvullend werken, en er vooral ook voor te zorgen dat de woongebouwen in de historische stadswijken gemoderniseerd en gerenoveerd worden;
