Considers that regional quality branding must help to preserve the image of Europe as a high-quality destination for tourism, on the basis of various fields of regional tourism, such as agri-tourism, rural tourism, ecotourism and gastro-tourism, as well as industrial, historical, natural and cultural heritage, and also including cycle routes to be combined with public transport; stresses that there is currently no European brand for services linked to a particular location which can enable customers to identify quality tourist product; recommends, in this connection, assisting in the introduction of a quality-related dynamic in the tourism sector, particularly in relation to rural tourism and small enterprises; believes that it can help to provide an alternative for traditional sectors such as agriculture and livestock farming; considers that any quality brand linked to a specific location must reflect a set of specifications providing a guarantee of quality and must respect and build on existing branding, such as food product designations, avoiding any confusion with EU quality-labelled agricultural products;

(18) A derogation may be granted from the Commission's consistent policy of not authorising State operating aid for the production, processing, marketing and transport of agricultural products listed in Annex I to the Treaty in order to mitigate the specific constraints on farming in the smaller Aegean islands as a result of their remoteness, insularity and distant location, small area, mountainous terrain and climate, their economic dependency on a small number of products and their distance from markets.
(18) Van het vaste beleid van de Commissie geen exploitatiesteun van de staten toe te staan in de sectoren productie, verwerking, afzet en vervoer van de in bijlage I bij het Verdrag genoemde landbouwproducten, kan worden afgeweken om de specifieke problemen te verzachten die bij de landbouwproductie op de kleinere eilanden in de Egeïsche Zee worden ondervonden ten gevolge van de geïsoleerde en afgelegen ligging, het insulaire karakter, de geringe oppervlakte, het bergachtige reliëf, het klimaat en de economische afhankelijkheid van een klein aantal producten en hun afstand tot de markten.

In line with the high dependence of the Azores on milk production, combined with other handicaps connected with their distant location and the absence of profitable alternative lines of production, the derogation from certain provisions of Council Regulation (EC) No 1788/2003 of 29 September 2003 establishing a levy in the milk and milk products sector (7), introduced by Article 23 of Council Regulation (EC) No 1453/2001 of 28 June 2001 introducing specific measures for certain agricultural products for the Azores and Madeira (Poseima) (8) and renewed by Council Regulation (EC) No 55/2004 (9) should be confirmed with respect to the application of the supplementary levy in the milk and milk products sector in the Azores.

In order to mitigate the specific constraints and structural problems in farming and forestry activities and in adding value to agricultural and forestry products as a result of remoteness, insularity or distant location and of the dependency of the rural economy on a limited number of agricultural products, and to promote a robust rural development policy, specific provisions for certain rural development measures, as well as appropriate co-financing rates from the EAFRD should apply in the outermost regions referred to in the Treaty and the islands covered by Council Regulation (EEC) No 2019/93 of 19 July 1993 introducing specific measures for the smaller Aegean islands concerning certain agricultural products (10).
Ter verlichting van de specifieke beperkingen en structurele problemen in de land- en bosbouw en met de verhoging van de waarde van land- en bosbouwproducten welke het gevolg zijn van de grote afstand, het insulaire karakter of de afgelegenheid en van de afhankelijkheid van de plattelandseconomie van een beperkt aantal landbouwproducten, en ter bevordering van een krachtig plattelandsontwikkelingsbeleid, dienen specifieke bepalingen voor bepaalde plattelandsontwikkelingsmaatregelen en passende percentages voor medefinanciering uit het ELFPO van toepassing te zijn voor de in het Verdrag genoemde ultraperifere gebieden en voor de eilanden die vallen onder Verordening (EEG) nr. 2019/93 van de Raad van 19 juli 1993 houdende specifieke maatregelen voor bepaalde landbouwproducten ten behoeve van de kleinere eilanden in de Egeïsche Zee (10).

How are the location of production, and hence employment and income, affected by the decoupling of payments and their being linked to environmental requirements – an attempt at riding two horses, in giving the market a greater role in determining farmers’ incomes while rewarding with public funds services that are no longer in demand? Will it ensure extensive agricultural land use?
Enerzijds willen we de rol van de markt voor de inkomens van de landbouwers vergroten, anderzijds willen we de niet meer gangbare arbeid uit publieke middelen betalen. Daarbij ontkoppelen we de premies en maken we ze afhankelijk van milieuvoorschriften. Wat is het effect van deze spagaat op de locatie van de productie en dus op werkgelegenheid en inkomen? Kunnen we garanderen dat het land in de hele Europese Unie wordt bewerkt?
