TRADUCTIONS EN CONTEXTE

– having regard to the signing of a memorandum of understanding, on 19 January 2015, between Federica Mogherini, Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy (VP/HR), and Nabil El Araby, Secretary-General of the League of Arab States, representing the European Union and the League of Arab States respectively,
– gezien de ondertekening op 19 januari 2015 van een memorandum van overeenstemming tussen Federica Mogherini, vicevoorzitter van de Commissie/hoge vertegenwoordiger van de Unie voor buitenlandse zaken en veiligheidsbeleid (VV/HV), en Nabil Elaraby, secretaris-generaal van de Arabische Liga, respectievelijk vertegenwoordiger van de Europese Unie en van de Arabische Liga,

5. Strongly supports the efforts of the League of Arab States to end the violence, to promote a political solution in Syria and to provide all forms of political and material support to the Syrian opposition; welcomes the Arab League’s call of the 12th of February 2012 on the UNSC to send a joint UN-Arab peacekeeping mission to Syria in order to replace the Arab League monitoring mission; urges the HR/VP and EU Member States to do their utmost to pave the way for the Russian Federation's support of the Arab League's peacekeeping initiative; firmly encourages the HR/VP, the Council and EU Member States to continue cooperating closely with Turkey and neighbouring countries of Syria, the Arab League and other international actors and to engage in the launching of a contact group in order to find a common position for the solution of the crisis, to help the opposition forces in their struggle by providing them material and technical support, including satellite images and communication tools, while stepping up the pressure on the Syrian regime in order to stop the military escalation on its own people; strongly supports the proposal by Tunisia to host the meeting of ‘Friends of Syria’ contact group on 24 February 2012, a plan initiated by France and the United States after Russia and China blocked the UNSC resolution; calls in this spirit for the immediate setting-up of an EU Special Envoy on Syria;
5. steunt ten volle de inspanningen van de staten van de Arabische Liga om een einde te maken aan het geweld, te werken aan een politieke oplossing voor Syrië en alle mogelijke politieke en materiële steun te bieden aan de Syrische oppositie; is ingenomen met het verzoek van de Arabische Liga van 12 februari 2012 aan de VN-Veiligheidsraad om een gezamenlijke vredesmissie van de Arabische staten en de Verenigde Naties naar Syrië te sturen ter vervanging van haar eigen waarnemersmissie; verzoekt de HV/VV en de lidstaten van de EU alles in het werk te stellen om ervoor te zorgen dat het vredesinitiatief van de Arabische Liga door de Russische Federatie gesteund wordt; moedigt de HV/VV, de Raad en de lidstaten van de EU aan intensief met Turkije en de andere buurlanden van Syrië, de Arabische Liga en andere internationale actoren te blijven samenwerken en zich ervoor in te zetten dat er een contactgroep wordt opgezet om een gezamenlijk standpunt te bepalen voor de oplossing van de crisis, de oppositietroepen bij hun strijd te helpen door materiële en technische steun te bieden, onder meer door middel van satellietbeelden en communicatiemiddelen, en tegelijkertijd de druk op het Syrische regime op te voeren om een eind te maken aan het inzetten van steeds omvangrijker militaire middelen tegen de eigen bevolking; steunt ten volle het voorstel van Tunesië om op 24 februari 2012 als gastland op te treden voor de bijeenkomst van de contactgroep "vrienden van Syrië", een initiatief van Frankrijk en de Verenigde Staten na het veto van Rusland en China over de resolutie van de VN-Veiligheidsraad; dringt er in deze geest op aan per direct een speciale gezant van de EU voor Syrië te benoemen;

15. Supports the efforts of the League of Arab States to end the violence and to promote a political solution in Syria with the Action Plan monitored by an observation mission; notes the Arab League’s decision to end its observation mission in Syria in response to the increasing violence by state authorities and security services; welcomes the Arab League’s decision to increase cooperation with the UN; welcomes the decision of the League of Arab States to impose sanctions against the Syrian regime, to support the Syrian opposition, and its call for a UN and Arab League peacekeeping mission to be deployed in Syria; calls on the Syrian regime to refrain from any direct or indirect attempt to destabilise neighbouring countries;
15. steunt ten volle de inspanningen van de Liga van Arabische Staten om met het actieplan onder toezicht van een waarnemingsmissie een einde te maken aan het geweld en een politieke oplossing in Syrië naderbij te brengen; neemt nota van het besluit van de Arabische Liga om naar aanleiding van het steeds gewelddadigere optreden van de autoriteiten en veiligheidsdiensten haar waarnemersmissie in Syrië te beëindigen; is verheugd over het besluit van de Arabische Liga om nauwer met de VN samen te werken; is verheugd dat de Liga van Arabische Staten heeft besloten sancties tegen het Syrische regime op te leggen en de Syrische oppositie te steunen en heeft opgeroepen om een vredesmissie van de VN en de Arabische Liga in Syrië op te zetten; vraagt het Syrische regime af te zien van directe of indirecte pogingen om naburige landen te destabiliseren;

8. The EU welcomes the important decisions taken by the League of Arab States on 12 February to increase the international pressure on the Syrian regime as well as the strong commitment and leadership that the League of Arab States is taking to resolve the crisis in Syria.
8. De EU is ingenomen met de belangrijke beslissingen die de Arabische Liga op 12 februari heeft genomen om de internationale druk op het Syrische regime op te voeren, en met het krachtige engagement en sterke leiderschap waarvan de Arabische Liga blijk geeft om de crisis in Syrië op te lossen.

The EU welcomes the decision of the League of Arab States to increase economic pressure on the Syrian regime and stands ready to support the League of Arab States in the area of sanctions and restrictive measures.

The EU will remain in close contact with the League of Arab States, the United Nations, the Organisation of Islamic Cooperation, the Gulf Cooperation Council and other regional organisations with the aim of providing a forum for coordinating their action on Syria in support of the League of Arab States' initiatives with regard to the Syrian crisis.

D. whereas the League of Arab States has taken several decisions, namely the suspension of the membership of Syria in the Arab League, the withdrawal of Arab Ambassadors from Damascus, the imposing of sanctions; whereas the League of Arab States has withdrawn its Observers Mission from Syria;
D. overwegende dat de Liga van Arabische Staten diverse besluiten heeft genomen, namelijk de opschorting van het Syrische lidmaatschap van de Arabische Liga, de terugtrekking van Arabische ambassadeurs uit Damascus en het opleggen van sancties; overwegende dat de Liga van Arabische Staten haar waarnemingsmissie uit Syrië heeft teruggetrokken;

The EU continues to support the efforts of the League of Arab States aimed at ending the violence in Syria and welcomes the decision of the League of Arab States to increase co-operation with the United Nations.
De EU blijft steun verlenen aan de inspanningen van de Liga van Arabische Staten om het geweld in Syrië een halt toe te roepen en reageert instemmend op het besluit van de Liga van Arabische Staten om de samenwerking met de Verenigde Naties te intensiveren.

Ministers and high-level representatives of Albania, Bahrain, Czech Republic, Egypt, France, the former Yugoslav Republic of Macedonia, Germany, Italy, Iraq, Jordan, Montenegro, Oman, the Palestinian National Authority, Spain, Syria, Tunisia and United Arab Emirates as well as the League of Arab States, the Gulf Cooperation Council and the Union du Maghreb Arabe will address the conference.

25. Calls on the Commission, therefore, to give appropriate support to all those engaged in the reform movement in the Arab world, to involve state actors and civil society actors, and to give its support to the creation of common Arab institutions, particularly parliamentary institutions; also calls on the Commission to devise a regular formal mechanism for consultation and monitoring, with the League of Arab States, at the highest level and, on a subsidiarity basis, in all areas of common interest; calls for the European Union and the League of Arab States to hold regular summits with a view to developing common agendas and areas of work;
25. vraagt de Commissie dan ook om de nodige steun te verlenen aan alle actoren in de hervormingsbeweging in de Arabische wereld, evenzeer bij de overheid als in het maatschappelijk middenveld, en steun te verlenen voor de oprichting van gemeenschappelijke Arabische instellingen, vooral parlementaire; en vraagt tevens om met de Arabische Liga een officieel mechanisme voor regelmatige raadpleging en vervolgacties op het hoogste niveau op te zetten, en, op basis van subsidiariteit op alle terreinen van gemeenschappelijk belang; dringt aan op regelmatige topconferenties tussen de Europese Unie en de Arabische Liga om agenda's op te stellen en gezamenlijke projecten uit te werken;
