At its July plenary session, the European Economic and Social Committee (ESC) adopted an own-initiative opinion setting out its recommendations to improve the position of the Union's island regions, following the new Amsterdam Treaty article 158 which makes explicit reference to "reducing.the backwardness of the least favoured regions or islands".
