4. Underlines the fact that innovation is a prerequisite for a competitive European aviation industry; recommends, therefore, that the Commission take into account and support innovation in the fields of air traffic management (automated air traffic control (ATC), free routing), remotely piloted aircraft systems (RPASs), alternative fuel solutions, aircraft and engine design (greater efficiency, less noise), airport security (touchless solutions, one-stop security) digitalisation, and multimodal solutions (computerised ground handling services); further recommends that it support global environmental solutions, such as a global market-based measure to reduce CO2 emissions from international aviation, and align regional schemes, such as the aviation emissions trading system (ETS), with the goal of merging them into a global scheme, airport greening and new business models (such as the International Air Transport Association (IATA)’s New Distribution Capability (NDC), self-connection or integrated ticketing);

(-a) "right of transit" shall mean the right for air carriers in respect of international air services to fly across the territory of a country without landing in accordance with Article 15 of the Chicago Convention.

7. Without prejudice to any existing rights granted prior to the entry into force of this Regulation, and notwithstanding Regulation (EC) Nr 847/2004, air carriers of third countries shall not be permitted to transit the territory of the Community unless the third country concerned is a party to the International Air Services Transit Agreement signed at Chicago on 7 December 1944 or has concluded an agreement to that effect with the Community.
7. Onverminderd bestaande rechten die vóór de inwerkingtreding van deze verordening zijn verleend, en in weerwil van Verordening (EG) nr. 847/2004 , krijgen luchtvaartmaatschappijen uit derde landen geen toestemming om het grondgebied van de Gemeenschap te overvliegen tenzij het betrokken derde land partij is bij de Overeenkomst inzake de doortocht van internationale luchtdiensten, die op 7 december 1944 in Chicago is ondertekend, of een overeenkomst in die zin met de Gemeenschap heeft gesloten.

Transiting the territory of the EU for third country carriers is only possible when the third country is party to the International Air Services Transit Agreement or concluded an agreement to that effect with the Community without prejudice to already existing bilateral agreements.
Het overvliegen van het grondgebied van de EU is voor maatschappijen uit derde landen alleen mogelijk wanneer het derde land partij is bij de Overeenkomst inzake de doortocht van internationale luchtdiensten, of een overeenkomst in die zin met de Gemeenschap heeft gesloten, zulks onverminderd reeds bestaande bilaterale overeenkomsten.
