Where the epidemiological or other data from the holding of provenance of the animals, the food chain information or the findings of ante-mortem inspection or post-mortem visual detection of relevant abnormalities indicate possible risks to public health, animal health or animal welfare, the official veterinarian should have the possibility to decide which palpations and incisions must be carried out during post-mortem inspection in order to decide if the meat is fit for human consumption.

This Regulation is part of the ‘Smarter rules for safer food’ legislative package. The package contains four sectoral pieces of legislation on animal health, plant health, plant reproductive material and official controls, as well as a horizontal regulation bringing together the financial provisions: the expenditure management regulation.

This Regulation establishes the category of priority pests.

‘inspection’ means the examination of any aspect of feed, food, animal health and animal welfare in order to verify that such aspect(s) comply with the legal requirements of feed and food law and animal health and animal welfare rules.

If a serious animal health risk is identified during a Commission audit or inspection, the Member State concerned shall immediately take all measures necessary to safeguard animal health.

4. If a serious animal health risk is identified during a Community inspection or audit, the Commission shall immediately take the measures necessary to safeguard animal health, in accordance with Article 22 of Directive 97/78/EC, and inform the Member States thereof.
