In my view, further harmonisation in implementing customs legislation can be achieved through the following initiatives: the current work on the implementation of the modernised Customs Code and the e-Customs Decision; a new programme for targeted monitoring of the correct and uniform application of customs legislation, and an assessment, in partnership with the Member States, of the needs and possibilities to approximate customs offences and penalties.

This highlights the SME contribution to the Lisbon objectives and the need to integrate the "Think Small First" principle into Community policies, underlines the need for partnership between the European, national and regional level when designing and implementing measures for the benefit of all types of SMEs, including social economy enterprises and calls for the Member States to assume their full responsibility in the implementation and follow-up of the measures included in the Communication; STRESSES the benefits for SMEs of a well functioning internal market, paying special attention to the service sector which is crucial for growth and employment; STRESSES the importance of wide involvement of SME stakeholders and SME representatives in the policy-making process both at the national and Community level to ensure the relevance of the measures proposed, as well as their efficient implementation; ACKNOWLEDGES the potential of Community programmes, in particular the Commission proposals for the 7th Research Framework Programme and the Competitiveness and Innovation Framework programme (CIP) for SMEs, both currently under negotiation at the Council, and of the Structural Funds. WELCOMES THE COMMISSION'S INTENTION TO:

Takes the view that implementation of the programmes should be decentralised and shifted from Brussels to Skopje, with due attention being paid to enhanced coordination between programming, management, implementation and follow-up, with as short-term priorities improving the civil service, customs and frontier management and promoting small and medium-sized enterprises;
22. is van mening dat de uitvoering van de programma's gedecentraliseerd en van Brussel naar Skopje verplaatst moeten worden en dat daarbij de nodige aandacht dient te worden besteed aan meer coördinatie van programmastructuur, beheer, tenuitvoerlegging en te geven gevolg, waarbij als kortetermijnprioriteiten de verbetering van het bestuur, de douane en het grensbeheer en de bevordering van kleine en middelgrote bedrijven moeten gelden;

specify implementing and follow-up measures, in the light of their particular circumstances and their national priorities with regard to those common objectives; inform to that end the Commission of the concrete achievements resulting from the implementation of the two first common objectives respectively by the end of 2005 for participation and information, by the end of 2006 for voluntary activities and by the end of 2008 for the other themes; within the above reports, inform the Commission of the steps taken in order to fulfil the third and fourth common objectives respectively relating to quality of knowledge and to networks; consult and encourage the participation of young people and their associations, researchers, as well as national and regional youth councils - if appropriate - for the elaboration of those reports;
