The Union's vision of humanitarian aid, including a common objective, principles and good practice and a common framework to deliver the Union's humanitarian aid, is set out in the Joint Statement by the Council and the Representatives of the Governments of the Member States meeting with the Council, the European Parliament and the European Commission entitled ‘The European Consensus on Humanitarian Aid’ (2).

The EU recognises that its contribution, as a Union of traditional (governmental) donors of humanitarian aid, represents only a small part of the overall solidarity and humanity so often expressed through private donations, and extended family or group support to those in need.

Parliamentary interest in humanitarian issues is strong, whilst the European public remains overwhelmingly supportive of European humanitarian aid[8].

In this context, the three Institutions (European Parliament, Council and Commission) have signed a European Consensus on Humanitarian Aid [9] in December 2007 recognising the increasingly challenging environment for humanitarian response and driving forward a more efficient and coordinated EU approach. This Consensus will be followed up in 2008 by an Action Plan representing the concrete and operational translation of the numerous political commitments contained in the EU Consensus on Humanitarian Aid .
In deze context hebben de drie instellingen (Europees Parlement, Raad en Commissie) in december 2007 een Europese consensus over humanitaire hulp [9] ondertekend, waarin wordt gewezen op de steeds grotere problemen bij de humanitaire hulpverlening en wordt aangedrongen op een efficiëntere en beter gecoördineerde aanpak van de EU.
