(7a) In view of the special importance of pilotage services for maritime safety and thus for the protection of the environment in particularly vulnerable regions, each Member State should be free to adopt its own national rules for pilotage services to take into account the specific circumstances of each harbour.

Where the fees for port and pilotage dues are charged on another basis than deadweight, Member States shall ensure that the charging system applied by port and harbour authorities and pilotage authorities provides at least the same percentages of reduction in fees for double hull oil tankers and increase in fees for single hull oil tankers as mentioned in paragraph 1.

1. When assessing fees for oil tankers fully or partly based on the figure of gross tonnage (GT) of the vessel, port and harbour authorities and pilotage authorities shall exclude the tonnage of the segregated ballast tanks of an oil tanker, so as to base their calculations on the reduced gross tonnage indicated under the heading 'Remarks' of the International Tonnage Certificate (1969) of the vessel.

Bij de vaststelling van de geheel of gedeeltelijk op de brutotonnage (BT) van het schip gebaseerde rechten voor olietankers, wordt door de haven- en loodsautoriteiten de tonnage van de gescheiden-ballasttanks van een olietanker buiten beschouwing gelaten, zodat hun berekeningen gebaseerd worden op het verminderde brutotonnage vermeld onder de rubriek "Opmerkingen" van de internationale meetbrief (1969) van het schip.
