IN-CONTEXT TRANSLATIONS

In order to follow the approach of Directive 2013/36/EU, this Regulation should take into account standards for the methodology of assessing global systemically important banks and for the higher loss absorbency requirement by the Basel Committee on Banking Supervision, that are based on the framework for global systemically important financial institutions established by the Financial Stability Board following the report ‘Reducing the moral hazard posed by systemically important financial institutions — FSB Recommendations and Time Lines’.
Teneinde de aanpak van Richtlijn 2013/36/EU te volgen, dient deze verordening rekening te houden met de normen voor de methodiek voor het beoordelen van mondiaal systeemrelevante banken en de aangescherpte verliesabsorptie-eis van het Bazels Comité voor bankentoezicht, die zijn gebaseerd op het kader voor mondiaal systeemrelevante financiële instellingen dat is vastgesteld door de Raad voor financiële stabiliteit naar aanleiding van het verslag „Reducing the moral hazard posed by systemically important financial institutions — FSB Recommendations and Time Lines”.

1. The EBA shall identify a sample of institutions or groups whose indicator values are to be used as reference values representing the global banking sector for the purpose of calculating the scores, taking into account internationally agreed standards, in particular the sample used by the Basel Committee on Banking Supervision for the identification of global systemically important banks and shall notify relevant authorities of the relevant entities included in the sample by 31 July of each year.

De EBA wijst een steekproef van instellingen of groepen waarvan de indicatorwaarden worden gebruikt als referentiewaarden voor de mondiale banksector, aan met het oog op de berekening van de scores, rekening houdend met internationale normen, met name de steekproef die door het Bazels Comité voor bankentoezicht wordt gebruikt voor de aanmerking van mondiaal systeemrelevante banken, en informeert de betrokken autoriteiten vóór 31 juli van elk jaar over de in de steekproef opgenomen relevante entiteiten.

26. Reiterates the need for a level playing field within the EU, including with regard to SSM-supervised banks and the banks of non-participating Member States, and encourages the full inclusion of non-euro Member States into the Banking Union, while recognising that certain elements currently provide for voluntary participation; calls on the Commission to ensure that the single market continues to be developed, while recognising national specificities; calls on the Commission to further pursue a strong approach, in terms of regulation and supervision, to 'parallel' or 'shadow banking' with the aim of mitigating systemic risks and improving transparency; welcomes the major steps achieved in European insurance regulation by the application of Solvency II, as of 1 January 2016, which has to be assessed and possibly developed further, while considering the international framework for global systemically important insurers;
26. wijst nogmaals op de noodzaak van een gelijk speelveld binnen de EU, ook ten aanzien van banken die onder het toezicht van het GTM staan en banken in niet-deelnemende lidstaten, en pleit voor de volledige opname van niet tot de eurozone behorende lidstaten in de bankenunie, daarbij rekening houdend met het feit dat voor bepaalde onderdelen momenteel vrijwillige deelname geldt; dringt er bij de Commissie op aan ervoor te zorgen dat de interne markt verder wordt ontwikkeld, rekening houdend met specifieke nationale omstandigheden; dringt er bij de Commissie op aan om, wat wetgeving en toezicht betreft, een krachtige aanpak te blijven nastreven ten aanzien van parallel bankieren en schaduwbankieren, teneinde systeemrisico´s te verminderen en de transparantie te verbeteren; is ingenomen met de grote stappen die in de Europese verzekeringswetgeving zijn gezet door de toepassing, per 1 januari 2016, van de Solvabiliteit II-richtlijn, die moet worden geëvalueerd en mogelijk verder moet worden ontwikkeld, waarbij rekening moet worden gehouden met het internationale kader voor mondiale systeemrelevante verzekeraars;

9. Competent authorities shall require systemic institutions to prepare and submit a plan for their resolution in accordance with the guidelines provided for Global Systemically Important Banks by the Financial Stability Board.
9. De bevoegde autoriteiten eisen van systeemrelevante instellingen dat zij een afwikkelingsplan opstellen en indienen overeenkomstig de richtsnoeren voor mondiaal systeemrelevante banken (Global Systemically Important Banks) van de Raad voor financiële stabiliteit (FSB).

The sample shall consist of relevant entities and banks authorised in third countries and comprise the 75 largest of them, based on the total exposure as defined in Article 6(1), as well as relevant entities that were designated as G-SIIs and banks in third countries that were designated as global systemically important in the previous year.

The competent authorities of the home Member State shall inform the competent authorities of a host Member State where an institution has been designated as a global systemically important institution (G-SII) or as another systemically important institution (O-SII) in accordance with Article 131(1) of Directive 2013/36/EU.
De bevoegde autoriteiten van de lidstaat van herkomst informeren de bevoegde autoriteiten van de lidstaat van ontvangst indien een instelling is aangewezen als een mondiaal systeemrelevante instelling (MSI) of als een overige systeemrelevante instelling overeenkomstig artikel 131, lid 1, van Richtlijn 2013/36/EU.

For all other banks, ECB supervision will be phased in automatically: on 1 July 2013 for the most significant European systemically important banks, and on 1 January 2014 for all other banks.
