- In energy, we need to promote a further shifting from coal- and oil-fired power generation towards lower CO2 emission sources, in particular natural gas as well as to de-carbonise the use of fossil fuels. Increasingly, the shift should be to renewable energy sources with the target of achieving 12% of electricity production from these sources by 2010. As nuclear power stations are closed down as they arrive at the end of their lifetime they need to be replaced with low or zero carbon alternatives. The use of combined heat and power systems (which distribute the heat generated in the production of electricity to business and homes) offers potential for greater efficiency and reductions in emissions of CO2. By 2010, combined heat and power supply should reach 18% of electricity supply. Energy demand management will be a core element of energy policy.

Contributions shall be made to the fund in line with the estimated service life of the installation and with the decommissioning and radioactive waste management strategies chosen, in such a manner as to cover, in particular, decommissioning of the installation; safe, long-term management of the conventional and radioactive wastes from decommissioning of the installation; and safe, long-term management of the spent fuel from nuclear power stations and of the wastes from reprocessing operations not already fully covered as an operational cost.

In the area of nuclear safety, the programme shall focus on three priorities: (i) supporting the reinforcement of the nuclear safety culture and the application of efficient safeguards, in particular through support for the regulatory authorities and the nuclear power station management authorities ; (ii) contributing to international initiatives, such as those outlined in the context of the G7; and (iii) supporting spent fuel and nuclear waste management and reprocessing , notably in Northwest Russia.
