The cornerstone of the EU framework for investment funds is the 1985 UCITS Directive. The UCITS Directive[2] has provided the focal point for the growth of a vibrant European fund industry.

Welcomes the efforts made to strengthen coordination of economic, budgetary and employment policies through the European Semester, allowing the parallel monitoring of national budgets and economic policies during a six-month period every year; stresses that the Cohesion Policy ought to become a focal point of the Commission’s Annual Growth Survey (AGS); regrets, therefore, that the AGS 2013 has not exploited an opportunity to commence a more meaningful debate on growth and jobs in the European Union, notably through an overhaul of its guidelines; considers that the processes behind the European Semester 2012 have highlighted the necessity for the European Union to achieve economic, social and territorial cohesion among regions and improve macro-economic coordination, and to reinforce democratic legitimacy and good governance with regard to Cohesion Policy, as well as in relation to all coordinated policies at European level that target the achievement of the Europe 2020 Strategy objectives;
1. is verheugd over het streven naar versterkte coördinatie van het economische, budgettaire en werkgelegenheidsbeleid door middel van het Europees semester, waardoor er jaarlijks gedurende zes maanden parallel toezicht op de begroting en het economisch beleid van de lidstaten mogelijk is; benadrukt dat het cohesiebeleid een aandachtspunt van de jaarlijkse groeianalyse van de Commissie moet worden; betreurt daarom dat de Commissie met haar groeianalyse 2013 de gelegenheid niet heeft aangegrepen om een zinvoller debat te voeren over groei en werkgelegenheid in de Europese Unie door met name de richtsnoeren ervan te herzien; is van mening dat uit de processen achter het Europees semester 2012 is gebleken dat de Europese Unie moet streven naar economische, sociale en territoriale cohesie tussen de regio's, de macro-economische coördinatie moet verbeteren en de democratische legitimiteit en de bestuurskwaliteit moet opvoeren met betrekking tot het cohesiebeleid en al het gecoördineerde Europese beleid met het oog op de Europa 2020-doelstellingen;

37. Takes note that Spring Council agreed on addressing 'bottlenecks' hampering growth in the framework of EU 2020, inter alia by a further deepening of the single market; takes note that Commission plans for a major set of initiatives by 2012 in this respect; strongly criticizes that the Commission's and the Council's internal market strategy wants to reinforce their liberalisation and privatisation agenda; insists on a thorough revision of the single market strategy, whose focal point should become the citizens and not big enterprise, establishing a strong social and environmental dimension based on specific and measurable goals reflecting the interests of workers, consumers and SMEs;
37. neemt er kennis van dat de Voorjaarsraad heeft besloten groeibelemmerende "flessenhalzen" aan te pakken in het kader van EU 2020, o.a. door de interne markt verder uit te bouwen; neemt er kennis van dat de Commissie op dit gebied in 2012 met een aantal belangrijke initiatieven wil komen; uit scherpe kritiek op het feit dat de Commissie en de Raad met hun internemarktstrategie nog meer gewicht willen geven aan hun liberaliserings- en privatiseringsagenda; staat op een diepgaande herziening van de internemarktstrategie, waarin de burgers en niet de grote bedrijven centraal moeten komen te staan, en waarmee een sterke sociale en milieudimensie wordt gecreëerd op basis van specifieke, meetbare doelstellingen, uitgaande van de belangen van de werknemers, consumenten en kmo's;

33. Points out that the growth and prosperity of IWT must be the focal point for future discussions on the institutional framework; stresses, in this connection, that it is important to take account of the existing competences of all relevant parties, to make use of the expertise of international organisations and to avoid additional bureaucracy;
