The Commission will: publish a study on the impact on the European economy of shortages of language skills in 2006; publish on the web an inventory of the language certification systems available in the European Union in 2006; launch a study on the potential for greater use of sub-titles in film and television programmes to promote language learning; publish the inter-institutional, multilingual database IATE (Inter-Agency Terminology Exchange) as a service to anyone needing validated terms from EU-related contexts; organise a conference on translator training in universities, in 2006; Launch under i2010 a flagship initiative on digital libraries making multimedia sources easier and more interesting to use, and building on Europe’s rich heritage combining multicultural and multilingual environments,[34] and Bring together and coordinate the work of European research teams in the fields of human language technologies, machine translation, and the creation of language resources such as dictionaries and thesauri, and set technical challenges specific to the European context (such as the focus on the quality of multilingual applications and machine translation systems).

The Commission has therefore launched a study, carried out by the consultant Olsberg SPI, in order to identify the practice of rating in the different EU and EEA Member States, depending on the different distribution channels and evaluate the impact of differences between the national legislation and practice with respect to rating on the commercialisation of films.

Points out that the financing, production and co-production of films and television content depend to a great extent on exclusive territorial licences granted to local distributers on a range of platforms reflecting the cultural specificities of the various markets in Europe; that being so, emphasises that the ability, under the principle of freedom of contract, to select the extent of territorial coverage and the type of distribution platform encourages investment in films and television content and promotes cultural diversity; calls on the Commission to ensure that any initiative to modernise copyright is preceded by a wide-ranging study of its likely impact on the production, financing and distribution of films and television content, and also on cultural diversity;

Promote the use of the film heritage as a way of strengthening the European dimension in education and promoting cultural diversity; foster and promote visual education, film studies and media literacy in national educational systems (particularly from secondary school onwards), professional training programmes and European programmes; promote close cooperation between producers, distributors, broadcasters and film institutes for educational purposes, while respecting copyright issues.

At the moment the basic principles of Community audiovisual policy remain valid. On the proposed timing, we support the aim of launching in 2002 a study on funding in the European film industry, a study on the evaluation of film classification practice in the European economic area, and the setting up of a group of experts on the film industry to consider and put forward ideas for developing policy in this sector.

Calls on the Commission to perform a feasibility study of the possibility of setting up a European Promotion Fund to improve the opportunities for marketing European films with a transnational dimension and sufficiently large potential audiences, and in this context to investigate the possibility of formal cooperation with the European Film Academy;

The study therefore aims to highlight the rating practices in the various EU and EEA Member States, depending on the distribution channels involved, and to evaluate the impact of differences between national legislation and actual rating practice on the marketing and distribution of films.
