F. whereas in its report to the 2015 International Labour Conference, the International Labour Organisation Committee on the Application of Standards (CAS) listed the Kyrgyz Republic among the countries still concerned by a failure to submit the instruments adopted by the Conference to the competent authorities; whereas the CAS also noted that no information had yet been received from the country regarding most of the observations and direct requests of the Committee of Experts, to which replies had been requested for the period ending 2014; whereas the CAS decided to mention the cases in the corresponding paragraph of the General Report; whereas, moreover, the CAS regretted that the Government of the Kyrgyz Republic had failed to take part in the discussions concerning its country and the fulfilment of its reporting and other standards-related obligations;

Strongly rejects, however, the consideration of active ageing policies solely as an instrument to maintain the employability of older workers, and urges the Member States to make all the necessary assessments and efforts to shift to a lifecycle approach and, where appropriate, reform the pension system, while making every effort to stabilise the rules on retirement, taking into account actual unemployment rates among the population above the age of 50 before changing the mandatory pension age; believes that linking the retirement age only to life expectancy fails to take account of the importance of labour market trends and should not, therefore, be the only instrument used to tackle the challenge of an ageing society; considers that instead, through their employment protection legislation and systems of wage formation, Member States should support the recruitment of older workers in particular before their statutory retirement age, as unemployment would have further negative effects on their retirement income, and that Member States should ensure sustainable social protection systems;
19. weigert evenwel categorisch om het beleid inzake actief ouder worden enkel en alleen te beschouwen als een instrument om oudere werknemers aan het werk te houden, en vraagt de lidstaten met klem alle nodige evaluaties uit te voeren en alle nodige inspanningen te doen om op een levensloopbenadering over te stappen en waar nodig hun pensioenstelsels te hervormen, en tegelijk alles in het werk te stellen om de pensioenwetgeving te stabiliseren en rekening te houden met de feitelijke werkloosheidscijfers onder de bevolking ouder dan 50 alvorens de verplichte pensioenleeftijd op te trekken; is van mening dat wanneer de pensioengerechtigde leeftijd uitsluitend aan de levensverwachting wordt gekoppeld, er geen rekening wordt gehouden met de betekenis van de arbeidsmarktontwikkeling en dat een dergelijke koppeling bijgevolg niet het enige instrument mag zijn om de uitdaging van de vergrijzing aan te pakken; is van mening dat de lidstaten in plaats daarvan met behulp van hun arbeidsbeschermingswetten en loonvormingssystemen de rekrutering van oudere werknemers met name vóór hun wettelijke pensioenleeftijd moeten aanmoedigen, aangezien werkloosheid nog meer negatieve gevolgen zou hebben voor hun pensioeninkomen, en dat de lidstaten duurzame socialebeschermingsstelsels moeten garanderen;

12. Is also of the view that, taking into account the social and economic impact which might result from the entry into force of the Interim Agreement, the EU Pre-Accession Instrument must provide support to the modernisation of the country's social security systems and its labour legislation, as well as support for labour market organisations and trade unions, for upgrading of BiH's transport infrastructure in order to facilitate economic development, and for environmental policies to reduce pollution, to optimise energy consumption and to improve waste management; considers it all the more regrettable therefore that the BiH authorities have failed to appoint the national IPA Coordinator, as requested by the Commission;
12. is tevens van mening dat het EU-pretoetredingsinstrument, met het oog op de eventuele sociale en economische effecten van de inwerkingtreding van de interim-overeenkomst, steun moet verstrekken aan de modernisering van de socialezekerheidsstelsels van het land en de arbeidswetgeving, alsmede aan arbeidsmarktorganisaties en vakbonden, de verbetering van de vervoersinfrastructuur ten behoeve van de economische ontwikkeling en aan milieubeleid, om de vervuiling te verminderen, de energieconsumptie efficiënter te maken en het afvalbeheer te verbeteren; betreurt het des te meer dat de autoriteiten van Bosnië-Herzegonvian nog geen nationale coördinator voor het pretoetredingsinstrument hebben benoemd, zoals gevraagd was door de Commissie;

But the major conferences (Seattle, Doha) failed to incorporate core labour standards into trade relations: we may therefore say that relations between development of trade and promotion of these standards reflect the current inadequacy of systems and organisations and relative inability to develop the instruments necessary to ensure that universal standards are complied with.
Maar het mislukken van de grote conferenties, van Seattle en Doha, op het stuk van integratie van FAN in de handelsbetrekkingen doet veronderstellen dat de betrekkingen tussen ontwikkeling van de handel en bevordering van deze normen laten zien dat de huidige systemen en organisaties in dit opzicht niet adequaat zijn en niet in staat de nodige instrumenten te ontwikkelen om universele normen te doen eerbiedigen.
