IN-CONTEXT TRANSLATIONS

In reaction to the collapse of the Rana Plaza factory in April 2013, the Government of Bangladesh, the International Labour Organisation (ILO), the European Union and the United States launched a joint initiative known as the "Compact for Continuous Improvements in Labour Rights and Factory Safety in the Ready-Made Garment and Knitwear Industry in Bangladesh".

The Compact outlines concrete commitments in respect of labour rights, in particular freedom of association and the right to collective bargaining, as well as structural integrity of factory buildings, occupational safety and health, and promotion of responsible business conduct.

5. Welcomes the Action Plan adopted by the government, employers, workers and the ILO on 4 May 2013, which commits the parties notably to reforming the labour laws so as to allow workers to form trade unions without prior permission from factory owners and to engage in collective bargaining, to assessing the safety of all active export-oriented ready-made-garment factories in Bangladesh by the end of 2013, to relocating unsafe factories and to recruiting hundreds of additional inspectors;

G. whereas the EU is currently giving support to the Bangladesh Ministry of Labour and Employment and the Bangladesh Garment Manufacturers and Exporters Association (BGMEA) in their efforts to ensure compliance audits of factories and train labour inspectors and factory compliance auditors;
G. overwegende dat de EU momenteel steun verleent aan het Bengalese Ministerie van Arbeid en Werkgelegenheid en de Bengalese vereniging van textielfabrikanten en ‑exporteurs (BGMEA) om conformiteitscontroles uit te voeren in fabrieken en om arbeidsinspecteurs en conformiteitscontroleurs op te leiden;

D. whereas conditions in such textile factories are often poor, with little regard for labour rights such as those recognised under the main ILO conventions and often with little or no regard for safety; whereas the owners of such factories have in many cases gone unpunished and have therefore done little to improve working conditions;

Calls on all businesses, notably garment brands, that contract or subcontract to factories in Bangladesh and other countries to adhere fully to internationally recognised CSR practices, in particular the recently updated OECD Guidelines for Multinational Enterprises, the ten principles of the UN Global Compact, the ISO 26000 Guidance Standard on Social Responsibility, the ILO Tripartite Declaration of Principles Concerning Multinational Enterprises and Social Policy, and the UN Guiding Principles on Business and Human Rights, and to critically investigate their supply chains in order to ensure that their goods are produced exclusively in factories that fully respect safety standards and labour rights;
11. verzoekt alle bedrijven en met name kledingmerken die al dan niet rechtstreeks een beroep doen op fabrieken in Bangladesh en in andere landen, om zich volledig te houden aan de internationaal erkende praktijken op het gebied van maatschappelijk verantwoord ondernemen, in het bijzonder de onlangs geactualiseerde richtsnoeren van de OESO voor multinationale ondernemingen, de tien beginselen van het Global Compact van de VN, de ISO 26000-richtsnoeren inzake maatschappelijke verantwoordelijkheid, de tripartiete beginselverklaring betreffende multinationale ondernemingen en sociaal beleid van de IAO en de VN-richtsnoeren inzake het bedrijfsleven en mensenrechten, en hun toeleveringsketens kritisch tegen het licht te houden om ervoor te zorgen dat hun goederen uitsluitend worden geproduceerd in fabrieken waar de veiligheidsnormen en de arbeidsrechten volledig worden geëerbiedigd;
