6. Welcomes the EU's overall strategy towards BiH including the strengthening of the EU's presence in BiH by the creation of a reinforced EU representative acting under a double-hatted mandate as EUSR and HoD; commends the EUSR/HoD for supporting BiH on EU-related matters and facilitating a locally owned EU integration process; fully supports the EUSR/HoD in his ambitions to help BiH authorities in anchoring the EU agenda at the core of the political process by ensuring consistency, coordination and coherence of Union action; urges all political actors, in this respect, to work in close partnership with the EUSR; recalls the need to implement the enhanced EU presence by clear and comprehensive strategies on the various problems and at the same time by firm and coherent support from all EU Member States for the EUSR/HoD; notes, in this regard, that the EU must allocate sufficient means, including staffing to allow it to have a presence in the entire country, so that the EUSR/HoD can achieve the required objectives;

The Council also supports Peter Sorensen’s active, effective and constructive approach as EUSR/Head of Delegation, who has significantly contributed to anchoring the EU agenda at the core of the political process in BiH.
Ook steunt de Raad de actieve, doel­treffende en constructieve aanpak van Peter Sørensen als SVEU/delegatiehoofd; hij heeft er in belangrijke mate toe bijgedragen dat de EU-agenda verankerd is in de kern van het politiek proces in BiH.

Notes with satisfaction the significant contribution of the EU Police Mission (EUPM) and EUFOR Operation Althea to the stability and security of BiH and considers them important elements of the EU’s reinforced overall strategy for BiH; commends the accomplishments of the EUPM in contributing to the fight against organised crime and corruption by the BiH law enforcement agencies and judiciary; notes the agreement to close the EUPM by the end of June 2012; recalls the need for an orderly transition of EUPM’s work to assistance projects financed by IPA as well as to a strategic advisory capacity in the areas of law enforcement and criminal justice in the office of the EUSR; welcomes Althea’s executive military role in supporting BiH’s efforts to maintain a safe and secure environment under a renewed UN mandate; underlines the need to further enhance the skills and professionalism of the BiH security forces with a view to strengthening local ownership and capacity;

Under this joint action, the mandate of Mr Christian Schwarz-Schilling as EUSR in BiH is extended until 30 June 2007.
Bij dit gemeenschappelijk optreden wordt het mandaat van de heer Christian Schwarz-Schilling als SVEU in BiH verlengd tot 30 juni 2007.

Christian Schwarz-Schilling was appointed by the Council as new EUSR in BiH in January 2006 (Official Journal L 26, 31.1.2006, p. 21).
De heer Christian Schwarz-Schilling werd in januari 2006 door de Raad tot nieuwe SVEU in BiH benoemd (Publicatieblad L 26 van 31.1.2006, blz. 21).

The Council also adopted a joint action amending the mandate of the EU special representative (EUSR) in BiH, Lord Ashdown, in order to take account of the specific role for the EUSR in the chain of command for EUPM, as provided for in the amended mandate of EUPM (13815/05).
Voorts heeft de Raad een gemeenschappelijk optreden aangenomen houdende wijziging van het mandaat van de speciale vertegenwoordiger van de Europese Unie in Bosnië en Herzegovina, Lord Ashdown, wegens de specifieke rol die de SVEU volgens het aangepaste mandaat van de EUPM in de commandostructuur voor de EUPM heeft gekregen (13815/05).

10. Recommends that the EU Special Representative (EUSR) not only closely coordinate with the EU Force Commander but also invite NATO representation on the EUSR coordination group in order to ensure coordination and coherence across the range of EU activities in BiH;
10. pleit ervoor dat de speciale vertegenwoordiger van de EU niet alleen optreedt in nauw overleg met de bevelvoerder van de EU-macht, maar tevens de NAVO uitnodigt zich te laten vertegenwoordigen in de coördinatiegroep van de speciale vertegenwoordiger van de EU, teneinde te zorgen voor coördinatie van en consistentie in het hele scala van EU-activiteiten in Bosnië en Herzegovina;

Recalling that the EU sees the future of BiH lying in integration into the European structures, the Council expressed its willingness to appoint as the EU Special Representative in BiH (EUSR) the next High Representative in BiH.
3. De Raad memoreerde dat de EU van oordeel is dat de toekomst van BIH in de integratie in de Europese structuren ligt en verklaarde zich bereid de volgende hoge vertegenwoordiger in BiH te benoemen tot speciale vertegenwoordiger van de EU in BIH.
