Launched in 1990 for a five-year period and allotted an overall budget of ECU 7.5 million, Eurotecnet is designed to promote innovation in the vocational training field, taking due account of current and future technological changes and the impact of these changes on skill requirements and employment.

The Eurotecnet programme also helps to disseminate knowledge and experiences relating to training for the new technologies by producing scientific publications such as "Developing People's Ability to Learn", "Guidelines for SMEs on Computer Integrated Manufacturing" and "The Learning Organisation".
Het EUROTECNET-programma draagt eveneens bij tot de verspreiding van kennis en ervaring op opleidingsgebied in verband met nieuwe technologieën door het uitgeven van wetenschappelijke publikaties zoals "Developing People's Ability to Learn", "Guidelines for SME's on Computer Integrated Manufacturing" en "L'Organisation qualifiante".

On the basis of the experience gained during the first few years of the programme and to ensure that training is better geared to the needs of undertakings, the Commission has renewed the Eurotecnet network (90 new projects have been included and 83 old ones withdrawn), focussing on innovation in the following four areas: - innovative training needs analysis with a special emphasis on core/key qualifications (such as flexibility, a sense of initiative, communication skills, problem-solving ability, adjustment to change, etc.); - transfer of innovative methodologies for planning and management of training in the framework of human resource development; - training providers serving undertakings; - innovative teaching/learning approaches and methodologies.
Op basis van de tijdens de eerste jaren van het programma opgedane ervaringen en teneinde het aanbod van opleidingen beter aan de behoeften van de ondernemingen aan te passen, is de Commissie overgegaan tot de vernieuwing van het EUROTECNET-netwerk (invoering van 90 nieuwe projecten en beëindiging van 83 oude) met bijzondere aandacht voor vernieuwing op de volgende vier gebieden: - innoverende analyse van de behoeften op het gebied van opleiding, met name in verband met de belangrijkste algemene kwalificaties (zoals flexibiliteit, initiatief, communicatief vermogen, het vermogen om problemen op te lossen en zich aan veranderingen aan te passen enz.); - overdracht van innoverende methoden voor de planning en het beheer van de opleiding in het kader van de ontwikkeling van het menselijk potentieel; - opleiders binnen ondernemingen; - innoverende pedagogische benaderingswijzen en methoden.

On the initiative of Commissioner Ruberti, the Commission has chosen 90 new projects for Eurotecnet which replace a substantial propertion of the existing projects.
