The directive establishes the conditions for interoperability, i.e. the compatibility of infrastructure, rolling stock, signalling and other subsystems of the rail system, within the European rail transport system; and thus enables the rail sector to compete more effectively with other transport modes.

Since the adoption of the second railway package, several initiatives relating to the development and implementation of the ERTMS have been taken. These include the signing of a cooperation agreement between the Commission and the various stakeholders in the sector, the setting up of a steering committee for implementing this cooperation agreement, the adoption by the Commission of a Communication to the European Parliament and the Council on the deployment of the European rail signalling system ERTMS/ETCS, the appointment, by the Commission, of a European coordinator for the ERTMS project as a priority project of Community interest, the definition of the Agency's role as system authority in the context of the various annual work programmes, and the adoption of the ‘control-command and signalling’ TSI for conventional rail (7).

In its Communication to the European Parliament and the Council of 4 July 2005 on the deployment of the European rail signalling system ERTMS/ETCS, the Commission emphasised the importance of rapid and coordinated migration to that system in order to ensure the interoperability of the TEN-T.

Considering the abolition of these barriers to be fully in line with the Lisbon Strategy (since it will increase the competitiveness of the rail sector while promoting its integration), on 4 July 2005 the European Commission published a Communication on the deployment of the European rail signalling system ERTMS/ETCS.

The Directive on the interoperability of the rail system (2008/57/EC) aims to establish the conditions for achieving interoperability within the European rail transport system..It includes rules on the design, construction, placing in service, upgrading, renewal, operation and maintenance of the components of the railway system, as well as rules on the professional qualifications and health and safety conditions of the staff who contribute to its operation and maintenance.
Doel van de richtlijn inzake de interoperabiliteit van het spoorwegsysteem (2008/57/EG) is de voorwaarden creëren om tot een interoperabel Europees spoorwegsysteem te komen. Zij voorziet in regels inzake het ontwerp, de constructie, de indienststelling, de verbetering, de vernieuwing, de exploitatie en het onderhoud van de onderdelen van het spoorwegsysteem en in voorschriften inzake de vakbekwaamheid en de gezondheids- en veiligheidsvoorschriften voor onderhouds- en exploitatiepersoneel.
