IN-CONTEXT TRANSLATIONS

The Council and the European Parliament invite the Commission to monitor the transposition and the implementation by the Member States of Directive 2000/60/EC of 23 October 2000 establishing a framework for Community action in the field of water policy and Directive 2009/128/EC of the European Parliament and of the Council of 21 October 2009 establishing a framework for Community action to achieve the sustainable use of pesticides and, where appropriate, to come forward, once these Directives have been implemented in all Member States and the obligations directly applicable to farmers have been identified, with a legislative proposal amending this regulation with a view to including the relevant parts of these Directives in the system of cross-compliance.
De Raad en het Europees Parlement verzoeken de Commissie om monitoring van de omzetting en uitvoering door de lidstaten van Richtlijn 2000/60/EG van 23 oktober 2000 tot vaststelling van een kader voor communautaire maatregelen betreffende het waterbeleid en van Richtlijn 2009/128/EG van het Europees Parlement en de Raad van 21 oktober 2009 tot vaststelling van een kader voor communautaire actie ter verwezenlijking van een duurzaam gebruik van pesticiden, en verzoekt haar tevens om, zodra deze richtlijnen in alle lidstaten zijn uitgevoerd en geconstateerd is welke verplichtingen rechtstreeks op de landbouwers van toepassing zijn, waar passend een wetgevingsvoorstel in te dienen tot wijziging van de onderhavige verordening, teneinde de toepasselijke onderdelen van die richtlijnen in het randvoorwaardensysteem op te nemen.

A new legislative framework on the sustainable use of pesticides has been agreed by the European Parliament and the Council [55]. It will represent a significant improvement in terms of environmental protection and safety.

Recognises the threat to ecosystems from certain pesticides, flame retardants and other persistent, bio-accumulative and toxic chemicals; stresses the importance in this regard of effective implementation of REACH; stresses the need to monitor bio-accumulation of such pollutants through the use of top predators in terrestrial, freshwater and marine environments; considers furthermore that special attention should be given to the hazards of pesticide use as they are designed to be toxic and are used in the environment; points out that European pesticide legislation - proposal for a regulation on the placing of plant protection products on the market (COM(2006)0388 ); proposal for a framework directive on the sustainable use of pesticides (COM(2006)0372 ); Thematic strategy on the sustainable use of pesticides (COM(2006)0373 ) - should ensure that the European biodiversity loss does not grow due to pesticide use;

The measures provided for in this Regulation should apply without prejudice to other Community legislation, in particular Directive 2009/128/EC, Directive 2000/60/EC, Regulation (EC) No 396/2005 of the European Parliament and of the Council of 23 February 2005 on maximum residue levels of pesticides in or on food and feed of plant and animal origin and Community legislation on the protection of workers and anyone concerned with the contained use and deliberate release of genetically modified organisms.
De toepassing van de maatregelen waarin deze verordening voorziet, moet de bestaande communautaire wetgeving, en in het bijzonder Richtlijn 2009/128/EG, Richtlijn 2000/60/EG, Verordening (EG) nr. 396/2005 van het Europees Parlement en de Raad van 23 februari 2005 tot vaststelling van maximumgehalten aan bestrijdingsmiddelenresiduen in of op levensmiddelen en diervoeders van plantaardige en dierlijke oorsprong en de communautaire wetgeving betreffende de bescherming van werknemers en iedereen die betrokken is bij het ingeperkte gebruik en de doelbewuste introductie van genetisch gemodificeerde organismen, onverlet laten.
