Steps should be taken at Union and international level to further strengthen and improve the science-policy interface and citizen engagement, such as through the appointment of Chief Scientific Advisors, as already done by the Commission and some Member States, or by making better use of institutions or bodies specialising in adapting scientific knowledge for public policy, such as national environment agencies and the European Environment Agency, as well as the European Environment Information and Observation Network (EIONET).

1. This Regulation provides for the European Environment Agency, hereinafter referred to as ‘the Agency’, and aims at the setting up of a European Environment Information and Observation Network.

Since the European Environment Agency set up by Council Regulation (EEC) No 1210/90 of 7 May 1990 on the establishment of the European Environment Agency and the European Environment Information and Observation Network (11) has the task of providing the Community with objective, reliable and comparable environmental information at Community level, and aims inter alia to improve the flow of policy-relevant environmental information between Member States and the Community institutions, it should contribute actively to the implementation of this Directive.
Aangezien het Europees Milieuagentschap dat bij Verordening (EEG) nr. 1210/90 van de Raad van 7 mei 1990 inzake de oprichting van het Europees Milieuagentschap en het Europees milieuobservatie- en -informatienetwerk (11) is opgericht, tot taak heeft de Gemeenschap objectieve, betrouwbare en vergelijkbare milieu-informatie op communautair niveau te verschaffen en er onder meer naar streeft de stroom van beleidsrelevante milieu-informatie tussen de lidstaten en de communautaire instellingen te verbeteren, moet dit agentschap een actieve bijdrage leveren tot de uitvoering van deze richtlijn.

(1) Whereas Regulation (EEC) No 1210/90(5) established the European Environment Agency and the European environment information and observation network; whereas Article 20 of the Regulation made provision for a decision by Council on whether to add further tasks to the Agency, based on a report with appropriate proposals from the Commission, no later than two years after the entry into force of the Regulation; whereas Article 21 stipulated that the Regulation would enter into force on the day following that on which the competent authorities decided on the seat of the Agency, and whereas this decision was taken on 29 October 1993;
(1) Overwegende dat het Europees Milieuagentschap en het Europees milieuobservatie- en -informatienetwerk bij Verordening (EEG) nr. 1210/90(5) zijn opgericht; dat artikel 20 daarvan bepaalt dat de Raad uiterlijk twee jaar na de inwerkingtreding van de verordening, op basis van een verslag van de Commissie dat vergezeld gaat van passende voorstellen, een besluit neemt over de verdere taken van het Agentschap; dat de verordening volgens artikel 21 de dag na het besluit van de bevoegde autoriteiten over de vestigingsplaats van het Agentschap in werking treedt; dat dit besluit op 29 oktober 1993 is genomen;

(2) Whereas the objectives and tasks of the European Environment Agency are set out in Council Regulation (EEC) No 1210/90 of 7 May 1990 on the establishment of the European Environment Agency and the European Environment Information and Observation Network (5);
