25. Considers that eSignature interoperability from the eGovernment perspective has legal aspects (eSignature use in the public sector – Article 3.7 of the eSignature Directive; the relationship signature/authentication; the supervision/accreditation dilemma; the national perspective; security levels; signature qualifications) as well as technical aspects (identifiers in certificates; signature type; signature format; signature validation); is of the opinion that for the evolution of applications with a view to a fully interoperable European eSignature service for signature validation purposes, the most significant recommendation should be to set up a Federation of Validation Authorities (FVA) to coordinate Member States' National Validation Authorities (NVAs) ;
25. is van mening dat de interoperabiliteit van e-handtekeningen vanuit het standpunt van e-overheidsdiensten juridische aspecten omvat (aanwending van e-handtekeningen in het openbaar domein – artikel 3, lid 7, van de e-handtekeningenrichtlijn, dilemma van de relatie tussen handtekening en authentificatie en tussen bewaking en accreditatie, de standpunten van de afzonderlijke lidstaten, beveiligingsniveaus en kwalificering van handtekeningen), maar daarnaast ook technische aspecten (identificator in certificaten, handtekeningtype en -vorm, validering van de handtekening); acht het voor de ontwikkeling van applicaties met het oog op een volledig interoperabele Europese e-handtekeningdienst voor de validering van handtekeningen aanbevelenswaardig dat er zo spoedig mogelijk een vereniging van valideringsbureaus (Federation of Validation Authorities, FVA) wordt opgericht om de nationale valideringsbureaus van de lidstaten te coördineren ;

The approach to eSignatures, which builds on the current eSignature Directive (Directive 1999/93/EC), has brought a degree of harmonisation to practices across Europe.

Welcomes the adoption and contribution of the Action Plan on eSignatures and eIdentification as well as of the STORK pilot project, in terms of interoperability of crossborder public services; calls on the Commission to revise the eSignature Directive, and calls for a decision that will ensure the mutual recognition of eIdentification and eAuthentication;

MS use different models for eGovernment applications using electronic signatures and most of the EU countries have adopted eSignatures in their eGovernment applications, without taking into account eSignatures created by companies and individuals in other countries.
