A successful strategy in this field in the enlargement countries requires strong political commitment from governments, local authorities and law enforcement bodies concerned, as well as from the EU. In light of the far-reaching changes to economic governance in the EU currently underway and the already high level of economic integration of the enlargement countries with the EU, the Union will continue to inform and associate these countries to changing economic governance in EU. The Council welcomes the Commission’s intention to gradually adapt economic surveillance of enlargement countries.

Based on the positive results of the financial and technical support provided to the enlargement countries by the current Instrument for Pre-Accession Assistance (IPA), the Council welcomes the intention, inter alia, to strengthen the link between financial assistance and policy priorities for each enlargement country, as well as to increase flexibility and simplify procedures, while ensuring visibility and full transparency of actions undertaken, strengthened ownership and improved results and impact.

3. The Commission will further strengthen the monitoring of macro-economic policies of the enlargement countries, also taking into account new developments in EU economic governance. The Commission expects the enlargement countries to pursue EU-related reforms, and to improve the business environment, thereby helping to overcome the economic crisis and to achieve sustainable growth.
3. De Commissie zal verder het toezicht op het macro-economische beleid van de uitbreidingslanden versterken en daarbij rekening houden met nieuwe ontwikkelingen van economisch goed bestuur in de EU. De Commissie verwacht dat de uitbreidingslanden EU-gerelateerde hervormingen blijven doorvoeren en het bedrijfsklimaat verbeteren, en daardoor de economische crisis helpen te boven komen en duurzame groei bereiken.

Participation of enlargement countries in EU programmes and agencies aims to enhance cooperation with Member States and familiarise countries with EU policies and working methods. Candidate countries and potential candidates are able to take part in EU programmes on the basis of framework agreements and can participate in EU agencies on a case-by-case basis. Participation may be partially funded through IPA financial assistance.
Het doel van de deelname van uitbreidingslanden aan EU-programma’s en -agentschappen is de samenwerking met de lidstaten te bevorderen en de betrokken landen bekend te maken met het beleid en de werkmethoden van de EU. De (potentiële) kandidaat-lidstaten kunnen aan EU-programma’s deelnemen door middel van kaderovereenkomsten. De deelname aan EU-agentschappen wordt per geval bekeken.
