As regards higher education, the Commission will also pursue work with the High Level Group for Modernisation of Higher Education to establish recommendations on the new modes of learning. · Develop measuring tools and indicators to monitor more closely the integration of ICT in teaching and training institutions, and support Europe-wide quantitative surveys. · Launch an impact assessment on the economic and social impact of an EU initiative to stimulate open access to educational materials produced with public funds. · Exploring ways with rightholders, teaching institutions and other educational stakeholders to understand and assess the current practices and needs of sharing educational materials (including open educational resources), including those resulting from copyright and licensing regimes, multilingualism, quality assurance, etc. both in national and cross-border contexts.

Subsequent to the adoption of Leonardo da Vinci II in April 1999, a number of policy initiatives have been launched with a major impact on vocational training policy and consequently on Leonardo da Vinci II : the Lisbon strategy of March 2000, which accords an important role to education and training for the achievement of its goals [4]; the communication of the Commission on 'Making a European Area of Lifelong Learning a Reality' [5], setting a new paradigm for education and training; the report of the Education Council and the European Commission on the common objectives of education and training systems [6], and the subsequent detailed work programme [7]; the Council resolution of November 2002 on enhanced European co-operation in Vocational Education and Training (VET) [8] extended by the subsequent Copenhagen declaration that was adopted by 31 Ministers, the Commission and the social partners at European level; the Action Plan for the promotion of language learning and linguistic diversity [9], adopted by the Commission in July 2003 and based on the experience of the European Year of languages.

By means of Commission Decision 2005/56/EC (2), the Commission created the Education, Audiovisual and Culture Executive Agency (hereinafter referred to as the Agency) and entrusted it with the management of Community action in the fields of education, audiovisual and culture.

In addition, the new overall cooperation scheme for education and training (" the Education and Training 2010 programme on the future objectives of education and training systems in Europe"), launched in Stockholm in March 2001 to follow-up the Lisbon Strategy, and made operational by the Work Programme on the Objectives of Education and Training Systems, adopted by the Council and the Commission on 14 February 2002 ("Education Training 2010"), gives high priority to the issues of competencies and mobility in the European knowledge society and economy.

(1) On 16 February 1996 the Commission gave the European Parliament and the Council its Report on the state of application of the general system for the recognition of higher-education diplomas made in accordance with Article 13 of Council Directive 89/48/EEC of 21 December 1988 on a general system for the recognition of higher-education diplomas awarded on completion of professional education and training of at least three years' duration(4). In this Report the Commission undertook to examine the possibility of incorporating into that Directive the obligation to take into consideration, when examining applications for recognition, experience gained following the award of the qualification in question, the possibility of introducing the concept of "regulated education and training". The Commission also undertook to examine the arrangements whereby the role of the Coordinating Group set up by Article 9(2) of Directive 89/48/EEC could be developed in order to ensure more uniform application and interpretation of the Directive.
