Finally, at the end of this Association Council, Mr MICHAELIDES, on behalf of Cyprus, and Mr BARNIER and Mr van den BROEK, on behalf of the European Community, signed the fourth Financial Protocol EC-Cyprus covering the period ending 31st December 1998 with an aggregate amount of 74 million ECU which may be committed as follows : a) 50 million ECU in the form of loans from the European Investment Bank, from its own resources, b) 22 million ECU from the Comunity's budgetary resources, in the form of grants, c) 2 million ECU from the Community's budgetary resources, in the form of contribution to risk capital formation.
7. Tenslotte, aan het einde van deze zitting van de Associatieraad, tekenden de heer MICHAELIDES, namens Cyprus, en de heren BARNIER en VAN DEN BROEK, namens de Europese Unie, het vierde Financieel Protocol EG- Cyprus voor de periode tot en met 31 december 1998 ten belope van een totaalbedrag van 74 miljoen ecu die als volgt kan worden uitgesplitst : a) 50 miljoen ecu in de vorm van leningen uit de eigen middelen van de Europese Investeringsbank, b) 22 miljoen ecu uit de begrotingsmiddelen van de Gemeenschap in de vorm van schenkingen, c) 2 miljoen ecu uit de begrotingsmiddelen van de Gemeenschap in de vorm van een bijdrage tot de vorming van risicodragend kapitaal.

The two parties also considered that the recent initiative by the President of the French Republic, currently President of the European Council, inviting Malta to meet the Heads of State or Government of the Member States at the next European Council meeting in Cannes is a further token of the Union's commitment to a dynamic process aimed at strengthening the special relations already existing with Malta. 4. Voorts geldt voor beide partijen het recente initiatief van de president van de Franse Republiek, die momenteel het Voorzitterschap van de Europese Raad waarneemt, om Malta op de komende Europese Raad in Cannes uit te nodigen voor een ontmoeting met de Staatshoofden en Regeringsleiders van de Lid-Staten, als een nieuw bewijs dat de Unie zich vastgelegd heeft op een dynamisch proces ter versterking van de bijzondere betrekkingen die zij reeds met Malta onderhoudt. 4. Aan het slot van deze zitting hebben de heren DE MARCO namens Malta, en de heren BARNIER en Van den BROEK namens de Europese Gemeenschap, het nieuwe Financieel Protocol EG-Malta ondertekend voor de periode tot en met oktober 1998 en voor een totaal bedrag van 45 miljoen ecu, dat als volgt kan worden uitgetrokken : a) 30 miljoen ecu in de vorm van leningen uit de eigen middelen van de Europese Investeringsbank, b) 13 miljoen ecu aan subsidies uit de begrotingsmiddelen van de Gemeenschap, c) 2 miljoen ecu uit de begrotingsmiddelen van de Gemeenschap, als bijdrage tot de vorming van risicokapitaal.

3. MIDDLE EAST - PEACE PROCESS - Council conclusions "The Council of the European Union: - aware of the historic importance of the Interim Agreement signed between Israel and the PLO on 28 September 1995; - convinced that it is necessary to contribute towards the success of that Agreement, and that economic and social development is a key factor for achieving just and lasting peace; - resolved to strengthen cooperation by the Union, as the leading donor, with the Territories covered by the peace agreements; - convinced that the peoples in the region must be the prime beneficiaries of peace, 1. invites the Commission to begin exploratory talks with the Palestinian Authority with a view to the conclusion of a Euro- Mediterranean Association Agreement as soon as circumstances permit; 2. restates its desire to conclude as soon as possible the Euro- Mediterranean Association Agreements which the Commission is in the process of negotiating with the countries of the region; 3. invites the Commission to take the necessary measures to enable the Territories covered by the peace agreements to benefit from increased aid in accordance with the conclusions of the Cannes European Council; 4. calls upon the European Investment Bank to speed up the commitment, at the earliest opportunity, of ECU 250 million in the form of appropriations for projects to develop the Territories covered by the peace agreements; 5. confirms that there will be observation of the elections to the Palestinian Council and that the international operation for observing these elections will be coordinated.
3. MIDDEN-OOSTEN : VREDESPROCES - Conclusies van de Raad "De Raad van de Europese Unie : - in het besef van het historisch belang van het op 28 september jl. tussen Israël en de PLO ondertekende voorlopige akkoord, - in de overtuiging dat tot het welslagen van dit akkoord moet worden bijgedragen en dat economische en sociale ontwikkeling een primordiale factor voor de verwezenlijking van een rechtvaardige en duurzame vrede vormen, - vastbesloten, de samenwerking van de Unie, als voornaamste donor, met de Gebieden waarop de vredesakkoorden betrekking hebben, te verstevigen, - in de overtuiging dat de volkeren van de regio de meeste baat bij de vrede moeten vinden. 1. Verzoekt de Commissie om met de Palestijnse Autoriteit verkennende besprekingen te beginnen om tot de sluiting van een Europees- Mediterrane associatieovereenkomst te komen zodra de omstandigheden zulks mogelijk maken ; 2. Herhaalt zijn bereidheid zo spoedig mogelijk de Europees-Mediterrane associatieovereenkomsten te sluiten waarover de Commissie thans onderhandelt met landen in de regio ; 3. Verzoekt de Commissie de nodige maatregelen te treffen opdat de Gebieden waarop de vredesakkoorden betrekking hebben meer steun kunnen krijgen in het kader van de conclusies van de Europese Raad van Cannes ; 4. Verzoekt de Europese Investeringsbank in een hoger tempo de kredieten ten bedrage van 250 miljoen ecu uit te trekken voor projecten ten behoeve van de ontwikkeling van de Gebieden waarop de vredesakkoorden betrekking hebben, op zo kort mogelijke termijn ; 5. Bevestigt de tenuitvoerlegging van de waarneming van de verkiezingen voor de Palestijnse Raad en de coördinatie van de internationale maatregelen voor de waarneming van deze verkiezingen.
