Notes that the changeover to the euro, as the report on the first ten years of the euro has shown, has also revealed a widening of divergences in competitiveness between the euro zone economies, thus exacerbating the consequences for the economically weak countries and leading to substantial trade imbalances within the euro zone; notes, however, that the benefits of the euro for the Union as a whole, for example in terms of relative economic stability, price stability and a low inflation rate, have been substantial;

Supports tighter economic policy co-ordination between Member States and fiscal prudence within the bounds of a reformed but robust Stability and Growth Pact; believes that the revised Stability and Growth Pact, as adopted in principle by the Brussels European Council of 22 and 23 March 2005, and the relevant Community regulations on specific matters should, through their uniform implementation in the Member States, contribute to the long-term economic stability of the Member States and their adjustment to the Lisbon Strategy objectives; stresses that low economic growth after the introduction of the euro was not caused by the currency changeover but by a lack of proper implementation of the Broad Economic Policy Guidelines and by the fact that the Lisbon agreement has not been fulfilled and structural reforms have not been implemented;

To secure economic stability in order to facilitate economic growth, and to build a distinctive economic and social framework that transforms a competitive advantage of diversity of cultural heritage and intellectual capital into innovation-driven productivity growth, Member States should maintain their medium-term budgetary objectives over the economic cycle and, as long as this objective has not yet been achieved, take all the necessary corrective measures in line with the Stability and Growth Pact.

To secure economic stability, Member States should maintain their medium-term budgetary objectives over the economic cycle and, as long as this objective has not yet been achieved, take all the necessary corrective measures in line with the Stability and Growth Pact.

(22) In addition to supporting these Employment Guidelines, Member States should fully implement the Broad Economic Policy Guidelines and ensure that action is fully consistent with the maintenance of sound public finances and macro-economic stability. The objectives and priorities emphasised in the Employment Guidelines will be properly taken into account in the BEPG.
