the Commission: is facilitating SMEs’ access to the Eco-Audit and Management Scheme (EMAS) through lighter environmental procedures, reduced fees, and the option of cluster registration will finance a network of environment and energy efficiency experts in the Enterprise Europe Network providing advice on eco-efficient operations, markets potential and funding opportunities for more efficient operations in particular for SMEs is developing new forms of support for innovative start-ups and SMEs in the field of eco-innovation, with a view to facilitating market access, technology transfer, use of standards and access to finance, in line with existing State Aid provisions the Member States are invited to: provide incentives for eco-efficient businesses and products (e.g. tax incentive schemes and prioritising subsidies for funding sustainable business) in line with the Community Guidelines on State Aid for Environmental Protection and make use of the simplified approach to environmental aid for SMEs developed in the GBER make full use of the around €2.5 billion allocated in Cohesion Policy programmes for the support of eco-friendly products and processes in SMEs.
De Commissie zal: EMAS (Eco-Audit and Management Scheme) toegankelijker maken voor het mkb door lichtere milieuprocedures, lagere vergoedingen en de mogelijkheid als groep te registreren; in het Enterprise Europe Network een netwerk van deskundigen op het gebied van milieu en energie-efficiëntie ondersteunen dat advies moet verlenen over ecologisch efficiënte werkwijzen, het marktpotentieel en financieringsmogelijkheden voor efficiënter werken, met name voor het mkb; nieuwe steunvormen ontwikkelen voor innoverende starters en mkb'ers op het gebied van eco-innovatie ter vergemakkelijking van de toegang tot de markt, technologieoverdracht, de toepassing van normen en de toegang tot financiering, in overeenstemming met de staatssteunregels. De lidstaten wordt verzocht: stimulansen te bieden voor eco-efficiënte bedrijven en producten (bv. fiscale prikkels en prioritaire subsidiëring voor het oprichten van duurzame bedrijven) overeenkomstig de communautaire kaderregeling inzake staatssteun ten behoeve van het milieu, en gebruik te maken van de vereenvoudigde aanpak voor milieusteun voor het mkb van de algemene groepsvrijstellingsverordening; ten volle gebruik te maken van de rond 2,5 miljard euro die in de programma's van het cohesiebeleid is toegewezen voor steun aan milieuvriendelijke producten en procedés in het mkb.

Aangezien de bruikbare elementen van Aanbeveling 2001/680/EG van de Commissie van 7 september 2001 betreffende leidraden bij de tenuitvoerlegging van Verordening (EG) nr. 761/2001 van het Europees Parlement en de Raad van 7 september 2001 inzake de vrijwillige deelneming van organisaties aan een communautair milieubeheer- en milieuauditsysteem (EMAS) en Aanbeveling 2003/532/EG van de Commissie van 10 juli 2003 betreffende een leidraad voor de uitvoering van Verordening (EG) nr. 761/2001 van het Europees Parlement en de Raad inzake de vrijwillige deelneming van organisaties aan een communautair milieubeheer- en milieuauditsysteem (EMAS) op het stuk van selectie en gebruik van milieuprestatie-indicatoren in deze verordening zijn opgenomen, dienen die aanbevelingen niet langer te worden gehanteerd aangezien zij door deze verordening worden vervangen.

Each Party shall encourage operators whose activities have a significant impact on the environment to inform the public regularly of the environmental impact of their activities and products, where appropriate within the framework of voluntary eco-labelling or eco-auditing schemes or by other means.
