It will propose a strategy based on the analysis and prevention of opportunities for crime on the basis of structures for study and data analysis concerning organised crime that are needed to increase the crime-prevention capacity of the European institutions and the Member States.

The Commission will also develop a "policy makers' manual" for Member States to assist in designing long-term care strategies, based upon work that will be carried out in 2013-2014 by the Institute for Prospective Technological Studies (IPTS) of the European Commission's Joint Research Centre (JRC).

Supports the objective of raising adult participation in lifelong learning from 12.5 % to 15 % by 2020, and calls for appropriate action; to this end, calls on universities to facilitate wider access to studying, diversify and broaden the student base and amend study programmes to make them attractive to adults returning to study; calls on the Commission and Member States to take even more decisive action to support and disseminate life-long learning institutions such as ‘Second Chance Schools’; calls for the gender perspective to be taken into account and promoted in the implementation of lifelong learning strategies; draws attention to the fact that universities of the third age play an essential role in life-long learning;

Takes the view that in its draft Strategy Paper and draft National Indicative Programme 2007-2010 for Brazil the Commission exceeds its implementing powers laid down in the basic act by earmarking 70% of the National Indicative Programme for Priority I ‘Enhancing Bilateral Relations’, which has as specific objectives: ‘i) [to] improve the sectoral dialogues between the EU and Brazil on themes of mutual interest; ii) [to] expand cooperation and exchanges between relevant European and Brazilian institutions and civil society organisations; iii) [to] strengthen links between EU and Brazilian academia; iv) [to] enhance mutual awareness between EU and Brazilian institutions and societies’, and under which a facility ‘to promote and support sectoral dialogues on themes of common interest’ will be financed, as well as the establishment of a European Studies Institute, with the main purpose of ‘raising the EU’s profile’ and ‘strengthening higher education links’; considers that these objectives are not in compliance with Article 2(1) and (4) of Regulation (EC) No 1905/2006, in that the primary objective of the Strategy Paper is not the eradication of poverty and in that the stated objectives do not fulfil the criteria for ODA established by the OECD/DAC;

As a consequence national organisations - civil and military - in charge of ATM have reacted individually and collectively within their joint organisations ECAC [13] and EUROCONTROL, with the support of the European Commission, by developing and implementing numerous improvement measures at technical, operational and institutional levels within the framework of several successive ECAC strategies covering the en-route phase of flights (EATCHIP) and the airports aspects of ATC (APATSI).
