Using technology as a 'force enabler' for a secure Europe requires state-of-the-art industries, a strong knowledge infrastructure, appropriate funding and an optimal use of resources. Europe has high quality research institutes and a substantial and diverse industrial base from which to address technology requirements in the security domain. However, structural deficiencies at the institutional and political level hinder Europe in the exploitation of its scientific, technological and industrial strength. The dividing line between defence and civil research; the absence of specific frameworks for security research at the EU level; the limited cooperation between Member States and the lack of coordination among national and European efforts - all serve to exacerbate the lack of public research funding and present major obstacles to delivering cost-effective solutions.
Willen wij technologie gebruiken als hefboom om tot een veiliger Europa te komen, dan hebben wij een technologisch geavanceerde industrie, een sterke kennisinfrastructuur, genoeg geld en een optimaal gebruik van middelen nodig. Europa beschikt over onderzoeksinstellingen van hoge kwaliteit en een brede en gediversifieerde industriële basis van waaruit de technologiebehoeften op veiligheidsgebied kunnen worden vervuld. Er zijn evenwel tekortkomingen op institutioneel en beleidsniveau die Europa ervan weerhouden zijn wetenschappelijk, technologisch en industrieel potentieel te realiseren: de scheidslijn tussen defensie- en civiel onderzoek; het ontbreken van specifieke structuren voor veiligheidsonderzoek op EU-niveau; de beperkte samenwerking tussen de lidstaten en het gebrek aan coördinatie bij de nationale en Europese inspanningen ( even zovele obstakels die het gebrek aan overheidsfinanciering en de huidige grote belemmeringen voor het vinden van kosteneffectieve oplossingen nog verergeren.
