IN-CONTEXT TRANSLATIONS

Taking into account the challenges of this step, we propose to once again follow the method used for the single currency: the “Delors Committee”, while adding a role for the ECB and democratic legitimisation at the European level via the EP: representatives of Member States (independent of the governments), working with the Commission and the ECB would draw up proposals which would be publically debated in the EP and in the Council with the intention of creating bonds with all the required guarantees: strict budgetary conditionality and macro-economic convergence, the creation of a European Treasury, an increased democratic legitimacy, external representation of the Euro.
Gezien de uitdagingen die deze stap inhoudt, stellen wij voor opnieuw de voor de eenheidsmunt toegepaste methode te volgen, namelijk de oprichting van een "Comité-Delors", en tegelijkertijd de ECB een rol te laten spelen en via het EP de democratische legitimiteit te vergroten: vertegenwoordigers van de lidstaten (die onafhankelijk zijn van hun regering) stellen in samenwerking met de Commissie en de ECB voorstellen op die openbaar worden besproken in het EP en in de Raad, teneinde obligaties in te voeren met alle nodige garanties, namelijk strenge begrotingsvoorwaarden en macro-economische convergentie, de oprichting van een Europese Schatkist, een grotere democratische legitimiteit en een externe vertegenwoordiging van de eurozone.

Intellectually speaking, this “Delors Committee 2” should also study the creation, in time, with all the required guarantees, of a Euro zone debt, based on fiscal own resources, endowed with a budget which could play a counter-cyclical role and finance productive investments, notably European “public goods” (for example environment, security)

Let us salute the pioneers who have been involved in this along the way, as you yourself have recently, Mr President, as well as my friend, Chancellor Helmut Schmidt and his Secretary of State, Manfred Lahnstein; Bernard Clappier, the governor of the Banque de France at the time and co-author of Robert Schuman’s Declaration in 1950; Alexandre Lamfalussy, who provided us with his great, almost unique expertise during the work of the committee on European monetary union which we set up with Helmut Schmidt to relaunch the project; Jacques Delors, President of the European Commission, who took over; and, last but not least, the negotiators and signatories of the Maastricht Treaty who drafted an excellent text, which has not actually been touched since then, headed by Chancellor Helmut Kohl and President François Mitterrand, whose determination must be mentioned in particular, along with their other colleagues.

After a period of little activity between 1980 and 1988, the process was given new impetus with the creation by the Council of the committee chaired by Jacques Delors, resulting in the signature of the Maastricht Treaty.
