In line with the recent Joint Communication "Towards an EU strategy for international cultural relations", it will promote the preservation of cultural heritage as a key element of the EU’s external policies, searching for responses to the criminal destruction of cultural heritage in conflict zones and the illegal trafficking of cultural artefacts.
In overeenstemming met de recente gezamenlijke mededeling "Naar een EU-strategie voor internationale culturele betrekkingen", zal tijdens het Europees Jaar de instandhouding van cultureel erfgoed als sleutelelement van het externe beleid van de EU worden bevorderd. Daarbij zal worden gezocht naar een antwoord op de criminele vernietiging van cultureel erfgoed in conflictgebieden en de illegale handel in culturele kunstvoorwerpen.

(a) set up a single EU portal dedicated to tangible and intangible cultural heritage, bringing together information from all the EU programmes funding cultural heritage and structured around three main aspects: a database of tangible and intangible cultural objects, including examples of best practices in preservation and promotion with all relevant references; funding opportunities for cultural heritage, as well as data on the state of European cultural heritage and data of importance with regard to conservation, such as, for instance, climate data and details of restoration projects already carried out; and news and links concerning cultural heritage-related policy developments, actions and events;
a) één EU-portaalsite voor materieel en immaterieel cultureel erfgoed te creëren, waarin informatie van alle EU-programma's voor steunverlening voor het cultureel erfgoed gebundeld wordt, ingedeeld aan de hand van drie aspecten: een database van materiële en immateriële culturele objecten, met onder andere voorbeelden van optimale werkmethoden op het vlak van behoud en bevordering, met alle relevantie referenties; financieringsmogelijkheden voor cultureel erfgoed en gegevens over de stand van zaken van het Europees cultureel erfgoed en cruciale gegevens met het oog op behoud, zoals klimatologische gegevens en details van al uitgevoerde restauratieprojecten; en nieuws en links over beleidsontwikkelingen, acties en evenementen op het gebied van het cultureel erfgoed;

This report therefore calls for the setting up of a single EU portal dedicated to cultural heritage, collecting information from all the EU programmes funding cultural heritage and structured into three main sections: funding opportunities for cultural heritage, a database with examples of best practices and excellence from the field of cultural heritage and relevant references, news and links about cultural heritage-related policy developments, actions and events.
In dit verslag wordt dan ook gepleit voor één EU-portaalsite voor het cultureel erfgoed, waarin informatie van alle EU-programma's voor steunverlening voor het cultureel erfgoed gebundeld wordt, ingedeeld in drie hoofdstukken: financieringsmogelijkheden voor cultureel erfgoed, een databank met voorbeelden van best practices en topkwaliteit op het gebied van het cultureel erfgoed, met de bijbehorende verwijzingen, en nieuws en links over beleidsontwikkelingen, acties en evenementen op het gebied van het cultuurgoed.

For the protection and promotion of cultural heritage comprising urban historical sites and landscapes, which are an integral part of the cultural diversity that the Union is committed to respecting and promoting in accordance with Article 167(4) TFEU, the definitions and principles developed in relevant Council of Europe Conventions, in particular the European Convention for the Protection of the Archaeological Heritage of 6 May 1969, the Convention for the Protection of the Architectural Heritage of Europe of 3 October 1985, the European Landscape Convention of 20 October 2000, the Framework Convention on the Value of Cultural Heritage for Society of 27 October 2005 can be useful.
Voor de bescherming en bevordering van cultureel erfgoed met inbegrip van historische stadslocaties en waardevolle landschappen, die een integraal onderdeel vormen van de culturele verscheidenheid die de Unie krachtens artikel 167, lid 4, VWEU dient te eerbiedigen en te bevorderen, kunnen de definities en beginselen die zijn opgenomen in de toepasselijke verdragen van de Raad van Europa, met name de Europese Overeenkomst inzake de bescherming van het archeologisch erfgoed van 6 mei 1969, de Overeenkomst inzake het behoud van het architectonische erfgoed van Europa van 3 oktober 1985, het Europees Landschapsverdrag van 20 oktober 2000 en de Kaderconventie over de waarde van cultureel erfgoed voor de samenleving van 27 oktober 2005 nuttig zijn.

Promoting tangible and intangible cultural heritage, in the light of, inter alia, the 2003 Unesco Convention for the Safeguarding of the Intangible Cultural Heritage and the 1972 Unesco Convention Concerning the Protection of the World Cultural and Natural Heritage, should also contribute to the enhancement of the value of the relevant sites whilst giving to peoples a sense of ownership of the cultural and historical value of such sites.
De bevordering van materieel en immaterieel cultureel erfgoed, met name in het licht van het Unesco-Verdrag van 2003 inzake de bescherming van immaterieel cultureel erfgoed en het Unesco-Verdrag van 1972 inzake de bescherming van cultureel en natuurlijk erfgoed van de wereld, moet tevens bijdragen tot versterking van de waarde van de desbetreffende locaties, en tegelijkertijd de mensen het gevoel geven dat zij een sterke band hebben met de culturele en historische waarde van dergelijke locaties.

Emphasises that respect for cultural diversity is always at the heart of the European project and that the religious and cultural heritage is a necessary condition for peace and security in the region; stresses that adequate cultural heritage protection is of importance to all communities in Kosovo; calls on the Government to proceed with the planned institutional reform of the cultural heritage sector; emphasises that the adoption of the List of Cultural Heritage Sites is an important precondition for implementation of the cultural heritage legislation; welcomes the activities of the Facilitator for the Protection of the Religious and Cultural Heritage or the Serbian Orthodox Church and encourages all stakeholders to actively cooperate with him;

(c) As regards cultural heritage of European importance, in particular intellectual and non-intellectual, movable and non-movable heritage (museums and collections, libraries, archives, including photographic archives, audiovisual archives covering cultural works), archaeological and sub-aquatic heritage, architectural heritage, all of the cultural sites and landscapes (cultural and natural goods), this approach seeks:
