A group of undertakings, or a group of enterprises engaged in a joint economic activity, should be able to make use of approved binding corporate rules for its international transfers from the Union to organisations within the same group of undertakings, or group of enterprises engaged in a joint economic activity, provided that such corporate rules include all essential principles and enforceable rights to ensure appropriate safeguards for transfers or categories of transfers of personal data.
Een concern of een groepering van ondernemingen die een gezamenlijke economische activiteit beoefent, dient voor zijn internationale doorgiften uit de Unie naar organisaties binnen hetzelfde concern of dezelfde groepering van ondernemingen die een gezamenlijke economische activiteit beoefent te kunnen gebruikmaken van goedgekeurde bindende bedrijfsvoorschriften, mits daarin alle essentiële beginselen en afdwingbare rechten zijn vastgelegd die passende waarborgen bieden ten aanzien van de doorgifte of categorieën van doorgiften van persoonsgegevens.

35. Requests all EU enterprises to fulfil their corporate responsibility to respect human rights in line with the UN Guiding Principles; welcomes the Commission’s readiness to develop human rights guidance for small and medium-sized enterprises; calls on the EU Member States to develop their own national plans for the implementation of the UN Guiding Principles and to insist on the need for partner countries, too, to adhere to internationally recognised corporate social responsibility standards, such as the OECD Guidelines for Multinational Enterprises and the ILO Tripartite declaration of principles concerning multinational enterprises and social policy;

Underlines the role of corporate social responsibility (CSR) in the field of human rights as expressed in the Commission communication of 25 October 2011, which refers inter alia to the UN Guiding Principles on Business and Human Rights; stresses the need to include CSR in EU human rights strategies; recalls that European and multinational companies also have responsibilities and obligations and welcomes the reaffirmation of CSR by the EU; urges all enterprises to fulfil their corporate responsibility to respect human rights in line with the UN Guiding Principles; welcomes the Commission’s readiness to develop human rights guidance for small and medium-sized enterprises; calls on the Member States to develop their own national plans for the implementation of the UN Guiding Principles and to insist on the need for partner countries too to adhere to internationally recognised CSR standards, such as the OECD Guidelines for Multinational Enterprises and the ILO Tripartite declaration of principles concerning multinational enterprises and social policy;

A European approach to corporate social responsibility must thus reflect and be integrated in the broader context of various international initiatives, such as the UN Global Compact (2000), the ILO's Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy (1977/2000), the OECD Guidelines for Multinational Enterprises (2000).

The Green Paper invites public authorities at all levels, including international organisations, enterprises from SMEs to multinational enterprises (MNEs), social partners, NGOs, other stakeholders and all interested individuals to express their views on how to build a partnership for the development of a new framework for the promotion of corporate social responsibility, taking account of the interests of both business and stakeholders.
