This Regulation establishes a Community system for control, monitoring, surveillance, inspection, and enforcement (hereinafter to be referred to as "Community control system") of the rules of the Common Fisheries Policy.

1. Where there is evidence that rules on conservation, control, inspection or enforcement under the Common Fisheries Policy are not being complied with by a Member State and that this may lead to a serious threat to the conservation of living aquatic resources or the effective operation of the Community control and enforcement system, the Commission may operate deductions from the annual quotas, allocations or shares of a stock or group of stocks available to that Member State.

Community controls in the Member States should allow the Commission control services to verify whether feed and food law and the legislation on animal health and animal welfare are implemented in a uniform and correct way throughout the Community.

(38) Community controls in the Member States should allow the Commission control services to verify whether feed and food law and the legislation on animal health and animal welfare are implemented in a uniform and correct way throughout the Community.
(38) De communautaire controles in de lidstaten moeten de inspectiediensten van de Commissie in staat stellen na te gaan of de diervoeder- en levensmiddelenwetgeving en de voorschriften inzake diergezondheid en dierenwelzijn in heel de Gemeenschap op een uniforme en correcte manier worden uitgevoerd.

The Commission considers that a harmonised Community approach to the design of control systems would make for more consistent and better-quality controls. It therefore proposes a Community framework of national control systems comprising three core elements: definition of operational criteria set up at Community level; development of Community control guidelines; and enhanced administrative cooperation in the design and operation of control systems.
